(AGE). The Report provides the groundwater
monitoring results for 3 monitoring wells (MW-1 to MW-3) at your site. The depth to
groundwater was approximately 63 feet. The downgradient groundwater flow direction was
towards the northeast. Petroleum hydrocarbons have not been detected for two quarters,
December 2005 and March 2006. Prior groundwater quarterly results showed low levels of
xylenes (4 pg/L, April 2005) and 1,2-dichloroethane (3.4 to 2.3 pg/L, April 2005 and
August 2005). The Report recommends preparation of a Closure Summary Report. In
contrast, the Report Conclusions section states "The vertical extent of ground water
contamination is not defined in the source area." This statement;while apparently true in
April 2005 when the 3 monitoring wells and 2 additional borings were installed, does not
appear to be correct at this time. Quarterly groundwater monitoring results after one
hydrologic cycle (1 year) do not correlate to a soil contamination source leaching into
groundwater, in that all groundwater results are non-detect. The April 2005 grab groundwater
results in the source area appear to be the result of contaminated soil above the water table
reaching groundwater through the open borings. Therefore, you are to complete a Closure
Report according to Regional Board Appendix A, which may be downloaded from the website
in the header of this letter. Since Quarterly Monitoring is scheduled for June 2006, you will
also sample the domestic well on the site, and evaluate threats to public health, including an
evaluation for vapor migration into buildings from soil contamination. You will continue to
monitor groundwater quarterly until advised to stop by Regional Board staff.
If you have any questions regarding this letter, you may contact me at (916) 464-4615 or
jbartonCawaterboards.ca.gov.
James L.L.
