SAN JOA_QUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff reviewed the 2 October 2008 Third Quarter 2008 Groundwater Monitoring Report <br /> (Report) submitted by Stantec Consulting Corporation on behalf of Pacific Gas & Electric <br /> Company (PG&E) for the general construction yard at 401 East French Camp Road in French <br /> Camp (Site). <br /> PG&E has used the Site since the late 1950s as a general construction yard and purchased <br /> the property in 1991. In June 2005, PG&E performed a Phase I environmental site <br /> assessment, which found that in 1995, PG&E removed one concrete ConVault-style <br /> aboveground tank (AGT). The ConVault tank had replaced older steel AGTs and consisted of <br /> separate vessels for storing diesel and gasoline. The French Camp Fire Department oversaw <br /> the 1995 removal of the ConVault AGT. It is unknown when the steel AGTs were removed. <br /> On 15 August 2008, PG&E conducted the third quarter 2008 sampling event. Groundwater <br /> flow was toward the north-northwest. Total petroleum hydrocarbons as diesel (TPHd) was <br /> detected in MW-1 and MW-2 at concentrations of 65 micrograms per liter (pg/L) and 52 pg/L, <br /> respectively. PG&E completed four quarters of groundwater sampling and requested Site <br /> closure. <br /> Our comments are listed below: <br /> 1 . The Report is not clear on the current use of the onsite domestic well. In May 2006, <br /> PG&E sampled the well and detected 2,2-dichloropropane. In December 2008, PG&E <br /> sent Regional Water Board staff additional information on the use of the onsite well. <br /> PG&E states that the well was historically used to supply the Site restroom facilities and <br /> for general commercial use, but potable drinking water was purchased from a drinking <br /> water provider. It is not clear why this well was not used for drinking water and whether <br /> it is still used to supply the restroom facilities. By 27 February 2009, PG&E needs to <br /> clarify the current use of the well and whether it is or could be used for drinking water. <br /> 2. Regional Water Board staff are concerned about the petroleum hydrocarbons <br /> remaining in the soil. In April 2007, PG&E drilled five soil borings within and adjacent to <br /> the contamination. PG&E detected TPHd, TPH as motor oil, and TPH as gasoline in <br /> California Environmental Protection Agency <br /> �a� RecicledPaper <br />
