i
308 North Grant Street
naphthalene, n-propyl benzene, tefrachloroethene, 1,2,4-trimethylbenzene, 1;3,5- -
trimethylbenzene, and vinyl acetate. This is in addition to analyzing groundwater samples
for total petroleum hydrocarbons (TPI3) as gasoline by EPA SW-846 Method 8015B, and
TPH as diesel by EPA SW-846 Method 8015B. Please report 1,2-DCA and EDB at 0.5
micrograms per liter(µg/L), if possible. Also, method blank results must be reported for
every compound reported.
By letter dated August 31, 2004,EHD directed you to submit a well survey report by
October 8,2004. EHD has not received the well survey report; however, during a
telephone conversation between Daniel Kalmbach of AGE and Vicki McCartney of EHD
on October 29,2004, AGE informed EHD that the well survey report has been prepared
and will be delivered to EHD by Friday,November 5, 2004.
By letter dated August 31, 2004, EIFID directed you to prepare and submit an interim
corrective action plan by October 28, 2004. AGE requested an extension during a
telephone conversation with Vicki McCartney of the EHD on October 29,2004.
Considering the very high concentrations of chemicals of concern found_at this site, and
your lack of response to directives from EHD during this past year, EHD is directing you to
submit a work plan by November 19, 2004 that addresses feasibility testing at this site. If a
work plan for interim remediation feasibility study cannot be submitted by this date,
provide a reasonable date when El-ID will receive this work plan. Failure to comply may
result in formal enforcement action by the San Joaquin County District Attorney's Office
and/or the Central Valley Regional Water Quality Control Board.
Please submit a health and safety plan (HSP)prior to any fieldwork. EHD is not able to
locate any previously submitted HSP specifically for this site.
Please continue the quarterly groundwater monitoring and submit the reports to EIS
within thirty days of each monitoring event. Laboratory analytical results prior to 2004
have not been electronically submitted to GeoTracker—the State Water Resources
Control Board database program. Electronic transmission of prior laboratory analytical
results to GeoTracker must be initiated immediately. If you have any questions, please
contact Vicki McCartney at (209) 468-3456.
Donna Heran, RENS,Director
Environmental Health Department
Vicki McCartney,REHS Nuel C.
