SMS Briners Field Work Page 1 of 3
Mike Infurna [EH]
From: Mathias, Maureen [mmathias@golder.com]
Sent: Tuesday, October 12, 2004 4:38 PM
To: Mike Infurna [EH]
Subject: RE: SMS Briners Field Work
Hi Mike,
Thank you for the detailed discussion (finally someone who is attempting to provide the whole story- I appreciate
it!). I have talked with Howard Hold of the SWRCB. He requested that I submit a work plan to you and him
simultaneously. We are required to submit a work plan because we will be collecting samples for environmental
analysis to assist in closure plans for the SMS Briners evaporation ponds. I have responded to your other
questions below, where they are asked. I hope to get the plan to you and Howard by tomorrow.
Please contact me if you have any other questions. Thanks!
Maureen Mathias, Project Engineer
Golder Associates Inc.
1009 Enterprise Way
Roseville, CA 95678
(916) 786-2424 ph
(916) 786-2434 fax
From: Mike Infurna [EH] [mailto:MInfurna@sjcehd.com]
Sent: Tuesday, October 12, 2004 3:08 PM
To: Mathias, Maureen
Subject: [LIKELY_SPAM]RE: SMS Briners Field Work
I am continuously amazed at the wiser, former Health Inspector that trained me at times like this. She told me to
watch what 1 say/write to some when it may concern others. Now this was well before email, but the content is the
same. I'm glad I wrote my message to Till in a way, I was sure someone, hopefully someone from Gloder, would
see. And you did.
thank you for checking with me first.
This site is currently under the lead agency authority of the Regional Water Quality Control Board, Central Valley
Region (CVRWQCB). Mr. Harold Hold (916)464-4679 is the Board staff assigned to it's water quality issues(Cl,
TDS, WDR, etc). San Joaquin County Environmental Health Dept(SJCEHD) is the local agency with only well
permit jurisdiction on other lead agency sites, such as this one. Once the lead agency approves the work plan
(they typically require one, not SJCEHD)we here will issue a/more than one permit with the proper forms
submitted. We will inspect the construction and grouting proceedures to ensure compliance with our local
ordinance.
SJCEHD has no authority to lead on NON-underground storage tank(UST)sites. This site is NOT a UST site. We
only issue permits to install wells, borings, etc or remove them when the lead agency approves of that too.
Although we may review a work plan for preliminary (Phase I or II) site work, and issue a permit to gather
subsurface data, it is for sites where there is NO contamination or it is UNKNOWN. Once contamination is
confirmed by laboratory data, the responsible party (RP) is notified that further work/investigation MAY be
necessary, as determined by other agencies with that jurisdiction (DTSC, RWQCB, EPA, etc).
Why the lecture?? I was hoping to let you see a work plan submittal to SJCEHD on a contaminated site
10/13/2004
