Remedial Action Plan Addendum January 14, 1993 <br /> Southland Store No. 20304, 455 Grant Line Rd., Tracy, CA 5 <br /> groundwater will be achieved by hydraulically controlling groundwater migration using groundwater <br /> extraction followed by treatment. <br /> Drawdown of the groundwater surface caused by extraction may effectively dewater a portion of the <br /> saturated zone. This would expose more hydrocarbon-impacted soils, significantly increasing the <br /> �• possibility of using soil vapor extraction technology to effectively eliminate the source of <br /> contamination. Therefore, after hydraulic containment (and possibly dewatering) is achieved, the <br /> �. use of soil vapor extraction to enhance source elimination will be evaluated by conducting a soil <br /> vapor extraction test using the existing monitoring wells. <br /> The Regional Water Quality Control Board--Central Valley Region (RWQCB--CV), the wastewater <br /> discharge controlling authority, prefers reinjection rather than surface water discharge to protect <br /> `r State of California surface waters. The RQWCB-CV will require additional testing and evaluation of <br /> the infeasibility of reinjection before granting authority to discharge to the storm drain. Therefore, <br /> �. reinjection testing will follow the aquifer drawdown and soil vapor extraction test period to obtain the <br /> necessary data for determining the viability of reinjection. An application for discharging treated <br /> groundwater to both the State of California surface waters and land disposal will be prepared and <br /> submitted to the RWQCB-CV. These two permits will allow discharge of treated water to the storm <br /> drain system and reinjection during the aquffer/vadose zone test period. <br /> 2.2 Source Elimination (Phase II) <br /> V <br /> Based on the data collected from the aquifer drawdown, reinjection, and soil vapor extraction tests <br /> In Phase I, soil vapor extraction and soil flushing through groundwater reinjection will be evaluated <br /> for source elimination. <br /> 2.3 Regulatory Considerations <br /> Activities will be performed under the direction and with the approval of the lead agency for this site, <br /> the San Joaquin County Environmental Health Department (SJCEHD).
