3.0 EXCAVATION WORK PLAN <br /> This excavation work plan (work plan) presents the scope of work for removing <br /> petroleum-impacted soil and was prepared consistent with the discussions between <br /> SHELL and the RWQCB during the April 23, 2014 meeting. Excavation is proposed to <br /> remove soil impact at discrete locations in support of and prior to the land development. <br /> As discussed above, the HHRA established a construction/utility worker direct contact <br /> RBC of 12,563 mg/kg for TPHc. This exposure pathway serves as the remedial driver <br /> since it is potentially complete and has the lowest RBC of the exposure pathways <br /> deemed potentially complete. To address this potential exposure pathway and support <br /> land development prior to related site work,excavating impacted soil is proposed. <br /> Since 2001, a total of 126 soil borings and 19 well borings have been drilled. Based on the <br /> soil sample analytical results from these borings, discrete locations along the pipeline <br /> ROW have TPHc concentrations in soil above the cited RBC. Table 1 presents the <br /> historical soil analytical data. Figures 2 through 5 present the boring locations and the <br /> respective analytical results for each boring,where detected. <br /> The discrete locations with TPHc above the RBC will be excavated to a maximum depth <br /> of 5 fbg. The 5 fbg vertical limit is based on a typical utility depth. The SMP, discussed <br /> in section 2.0, will capture any utilities, or other digging, associated with the land <br /> development in other areas and/or that may extend deeper than 5 fbg. The lateral <br /> excavation limits for these discrete locations will be dictated by verification soil sample <br /> analytical results indicating a TPHc concentration in soil less than the RBC. <br /> 3.1 PRE-FIELD PROTOCOL <br /> 3.1.1 CONTRACTOR PROCUREMENT <br /> CRA will procure the services of a licensed contractor to execute the excavation scope of <br /> work.
