California 95207 <br /> Re: Authorization to Install Three Monitoring Wells at 1704 Hammer Lane, Stockton, California <br /> (Parcel No. 077-280-029 of the San Joaquin County Assessor's Map) <br /> Dear Mr. Smith: <br /> At the request of ARCO Products Company (ARCO) , EMCON is conducting a subsurface <br /> environmental investigation at ARCO Service Station No . 548 , located at 1612 Hammer Lane, <br /> Stockton , California. In conjunction with our on-site investigation, ARCO has requested that <br /> EMCON perform an off-site environmental investigation at nearby properties. <br /> This letter is to request authorization for EMCON and its subcontractors to drill three soil borings <br /> and install three monitoring wells on your property at 1704 Hammer Lane, Stockton, California <br /> (Parcel No . 077-280-029 of the San Joaquin County Assessor ' s Map) . The parcel is west and <br /> south of ARCO Service Station No . 548 . The proposed environmental investigation for your <br /> property will provide data on the condition of soil and groundwater south of the ARCO Service <br /> Station and will assist EMCON in complying with the San Joaquin County Public Health Services <br /> (SJCPHS ) requirements that hydrocarbons in soil and groundwater be delineated. <br /> EMCON has enclosed ARCO ' s Access Agreement and two figures. Figure 1 is an area site map <br /> showing features near ARCO Service Station No. 548 . Proposed well locations are also shown on <br /> Figure 1 . Figure 2 is a well details sample sheet showing the construction of a typical monitoring <br /> well installed by EMCON for projects through California. <br /> The monitoring wells will be drilled using a truck-mounted drill rig with 8- to 10-inch-diameter <br /> augers . A 2-inch-diameter polyvinyl chloride casing will be installed in the boring, For safety and <br /> security reasons, the top of the casing will be fitted with a locking cap and an aluminum cover <br /> with specially designed fasteners. The aluminum cover will be set approximately 1 /4 inch above <br /> surrounding grade. <br /> Each boring will take approximately 3 hours to drill, and the monitoring wells' construction will <br /> take approximately 3 hours. EMCON anticipates the work will be completed in approximately <br /> 2 days. Two subcontractor personnel will operate the drill rig, and a geologist from EMCON will <br /> be present during drilling. Every effort will be made to keep the work area clean and to restore <br /> the area to the original condition when the work is completed.
