Site Code: 1130
3555 Hammer Ln.
Stockton, CA
San Joaquin County Public Health Services Environmental Health Division(PHS/EHD)
has reviewed the Quarterly Monitoring Report (QMR) dated January 26, 2000 prepared
by ATC Associates, Inc., for the above referenced site. Groundwater samples collected
at this site continue to evidence contamination. The results of recent groundwater
monitoring indicate the presence of high levels of dissolved MTBE and TPHg. The
potential for a current fuel release at this site and for further migration of contamination
off-site is significant. Measures should be proposed to prevent further contaminant
impact to the groundwater. Further evaluation and definition of the contaminant plume
will be necessary.
MTBE plumes can be non-elliptical, long, narrow and erratic (meandering).
Conventional monitoring well networks currently installed at this fuel leak site may be
insufficient to properly locate and define the extent of the MTBE plume. It may be
necessary to construct appropriately screened monitoring wells and/or monitoring well
clusters in transect or perpendicular to the MTBE plume. Additionally, if you have any
MTBE, or other fuel additives, or any data previously collected at the site that has not
been submitted to PHS/EHD, you are requested to submit this data and update cumulative
data tables accordingly.
Evaluate the potential for an ongoing petroleum release at this site. Initiate corrective
action measures as necessary to remedy any deficiencies detected in the fuel delivery and
containment system. Notify this department prior to investigation of the fuel delivery and
containment system. Propose interim mitigation measures as soon as possible to prevent
the further release and spread of contamination in soil and groundwater.
Reduction of the contaminant mass is critical to preventing continued migration of
contaminants; it may be necessary to pump and treat groundwater contaminants in order
to gain hydraulic control of the migrating plume. When data evidences that the plume is
being managed to prevent the further spread of contaminants, feasibility tests should be
conducted in order to compare at least two different remediation alternatives for this site.
A Division of San Joaquin County Health Care Services
