PHS/EHD has the following <br /> comments for your consideration. <br /> A number of deficiencies were encountered during the review of the closure report, <br /> including: <br /> 1. The table of off site wells should include all wells which were mentioned <br /> in the report. A map showing the relation of the nearby wells to the site <br /> should also have been included. <br /> 2. The report failed to include all soil sample results from beneath all of the <br /> tanks which were removed from the site. Also, the table summarizing <br /> the soil sample results contained numerous errors. Errors which were <br /> noted were with the reporting limits and concentrations detected. <br /> 3. The report failed to clearly indicate the methodology used to estimate <br /> the volume of the remaining soil contamination. <br /> 4. The report failed to clearly indicate the methodology used to calculate <br /> the average concentration of the remaining soil contamination. <br /> 5. The report failed to demonstrate why "background" levels of soil and <br /> groundwater contamination were unattainable. <br /> 6. The report failed to include a rational why conditions remaining at the <br /> site will not adversely impact water quality. <br /> 7. The report referenced a fate and transport model prepared in October <br /> 1993. PHS/EHD has not received nor reviewed the referenced model. <br /> A Division of San Joaquin County Health Cam Services <br />
