Ms.Margaret Lagorio, SJCEHD December 31,2003
Joe's Truck Plaza Project No.2033-15600-01
Work Plan Addendum
Page 2
automobile refueling, seven dispenser islands intended for large truck refueling,
four 10,000-gallon above ground tanks used to store diesel, one 12,000-gallon
underground storage tank (UST), one 10,000-gallon UST, and one 4,000-gallon
UST used to store gasoline, and one 4,000-gallon UST used to store diesel. The
current station configuration is shown on Figures 2. The USTs, product piping,
and dispensers were replaced during site renovation activities in February and
October 1998, and compliance soil sampling was conducted for the southern tank
pit on February 23, 1998, and for the northern tank pit on October 9, 1998.
Previous assessment activities conducted by Advanced GeoEnvironmental, Inc.
(AGI) and Avalon Environmental Consultants (Avalon) are listed below:
• In January 1997, AGI advanced six soil borings in the vicinity of the
northern and southern tank pits, and one boring in the vicinity of former
septic leach lines, collecting soil and grab groundwater samples.
• In November 1998, Avalon advanced fifteen soil borings in the vicinity of
the former northern and southern UST pits.
• In February 2000, Avalon installed six groundwater monitoring wells
(MW-1 through MW-6).
• In January 2001, Avalon advanced four soil borings along the northern
border of the site, and six soil borings were advanced on the adjacent
property.
• In February 2002, Avalon installed four more monitoring wells (MWO-1
through MWO-3 and MWO-1X).
In a letter dated May 13, 2003, SJCEHD requested a site conceptual model
(SCM) be prepared for the site. Stratus submitted a Site Conceptual Model
Report to the SJCEHD on September 4, 2003. Following receipt of the SCM,
SJCEHD requested a work plan to assess the lateral and vertical extent of
contamination in soil and groundwater, and the feasibility of groundwater
extraction to prevent further migration of methyl tert-butyl ether (MTBE).
Stratus submitted a Work Plan for Additional Site Assessment to SJCEHD on
October 21, 2003. This Work Plan proposed the installation of 12 wells (MW-7
through 1\4W-18) screened in the upper 20 feet bgs, seven wells (DW-1 though
DW-7) screened in the second water bearing zone, one extraction well (EX-1),
and boring B-26. The Work Plan also proposed feasibility testing consisting of
groundwater extraction (GWE) and dual phase extraction (DPE) to remediate
residual and dissolved hydrocarbon mass in the subsurface. In addition, Stratus
proposed initiation of interim remediation by ozone sparging.
P:Uoe's Truck Plaza\Work PlansUoes wp addendum 123103.doc
