Box 2009
Stockton, CA 95201
RE: Cost Recovery for Oversight of Leaking Underground Storage Tank (UST)
Cleanup--Lincoln Unified School District
Dear Mr. Valinoti:
Lincoln Unified School District has just received a billing from the State Water Resources
Control Board for $3,378.96. According to Lori Casias of the State Water Resources
Control Board, $604.58 of this amount are charges submitted by your office for the
following amounts:
a) Code 202 Reports/Correspondence Preparation . . . . . $190.38
b) Code 207 Research . . . . . . . . . . . . . . . . . . . . . . . 210.96
C) Code 210 Site Inspection . . . . . . . . . . . . . . . . . . . 38.59
d) Code 212 RP/Interested Party Consult./Meeting . . . . 38.59
e) Code 215 Report/Data Review . . . . . . . . . . . . . . . 126.06
As we are both public agencies, I am sure you are aware of the necessity of fiscal
accountability. Our accountants require backup for all payments made by our District. In
researching our files on the above matter, we find only one piece of correspondence from
your office, dated October 3, 1989, and this date does not appear on the list (attached).
In order to process this payment, I am requesting copies of the items for which we are
being charged. Special note should be taken of the "research" done during July of 1989. It
was at this time that your office informed us that they had "misplaced" our file and would
require additional testing. In fact, during the 20 months it took to clear the underground
storage tank cleanup problem, the county Public Health Services office told us they
misplaced our file on two different occasions and required additional testing both times.
This can be verified by Nick Bokides of Precision Industries who help us coordinate the
testing and work required by your office. If the$210.96 is being charged for looking for
a file that your staff admitted to us they misplaced, then the billing amount needs to be
adjusted.
I am also requesting an extension of the 30-day payment notice from the State Water
Resources Control Board until we have the information we need from your office.
