CLEANUP AND ABATEMENT ORDER NO. 93-712 -8- <br /> NESTLE BEVERAGE COMPANY <br /> SAN JOAQUIN COUNTY <br /> 3. By I December 1993, prepare and submit a Community Relation Plan (CRP). The CRP <br /> shall document the community relations history and the issues of community concern. <br /> The CRP shall indicate those benchmarks in the RI/FS process where public meetings <br /> shall be held. <br /> 4. By 1 February 1994, prepare and submit the Final RI Report. The Report shall <br /> summarize the activities for all of the phases of investigation and shall describe the <br /> nature and extent of the contamination in soils and ground water. The RI Report shall <br /> also summarize the status of the ground water modeling, including model calibration. <br /> 5. By 1 April 1994, prepare and submit a Work Plan for the FS Report. The FS Work <br /> Plan must include proposals to evaluate all potential remedial alternatives, which will <br /> meet the cleanup objectives described in Finding No. 25, for source abatement and <br /> cleanup of contamination in the unsaturated zone and for the on- and off-site cleanup of <br /> ground water that has been affected by the conditions that are the subject of this Order. <br /> For a pump and treat alternative, the FS Work Plan must include proposals for the <br /> collection, treatment and disposal alternatives. The Discharger must consider reuse, as <br /> well as reinjection, ponding, spray irrigation, discharge to the publicly operated treatment <br /> works (POTW) and to surface water in the analysis for potential long-term disposal <br /> alternatives. <br /> 6. By 1 April 1994, the Discharger shall identify Regulations, Plans and Policies which <br /> pertain to any portion of the unsaturated zone or ground water cleanups from agencies <br /> involved in the protection of human health and the environment. The Discharger shall <br /> summarize the State and Federal statutes and regulations in the Feasibility Study Report. <br /> 7. Prepare and submit a Draft Health Risk Assessment. The Health Risk Assessment shall <br /> contain human health evaluations based on all routes of exposure. The Health Risk <br /> Assessment shall be considered in determining the soil cleanup levels. The Discharger <br /> submitted a Final Draft Risk Assessment on 6 July 1990. Pending Board review, this <br /> document will be revised, if necessary. <br /> 8. By 1 September 1994, prepare and submit a water quality assessment for the pollution <br /> in the source areas and unsaturated zone. The purpose of the water quality assessment <br /> is to determine soil cleanup levels that will protect water quality. <br /> 9. Prepare and submit reports on the results of the pilot and/or treatability studies for soil <br /> and ground water needed for prediction of the treatment performance and/or to estimate <br /> the size and cost of the treatment unit or any other remedial technologies. <br /> 10. By 1 October 1994, submit a Feasibility Study Report for the remediation of the soils and <br /> ground water contamination. The FS Report shall include a screening and detailed <br />
