Address areas of soil contaminated with hydrocarbons using limited
aver-excavation or other appropriate methods based on the levels
encountered.
Site-Spc6fic Health and Safety Plum
As required by the Occupational Health and Safety Administration(OSHA)`71azardous
Waste Operations and Emergency Response" guidelines(29 CPR 1910.120), and by
California Occupational Idealth and Safety Administration(Cal-0SHA)'Hazardous
Waste Operations and Emergency Response"guidelines(CCR Title S, Section 5192), a
SiwSpecific Health and Safety plan has been prepared for the site. The Health and
Safety Plan vnIl be reviewed by the field staffand contractors prior to beginning field
operations at the site and is included as Attachment B.
Sail Sampling Activities
During upcoming activities, SECOR will be onsite to observe the removal of the product
lines and to collect soil samples in accordance with SJCEM requirements. The samples
will be submitted under chain-o£-custody documentation to a California State-certified
analytical laboratory for analysis as described below.
Laboratory Procedures
Soil samples collected during product tine upgrade activities will be submitted to the
laboratory and analyzed far the presence of total petroleum hydrocarbons calculated as
gasoline Miff g), benzene,toluene, ethylbenaene,xylenes 03'1EX compounds), and fuel
methyl tertiary butyl ether(MtBE)by EPA Methods 8015 (modified)and 8020. In
addition, two selected soil samples(based on field PID readings)will be analyzed for fuel
oxygenates RIPE, TAME,EtBE,MtBE, and TBA by EPA Method 8260.
Management of Excavated Soil and Limiter)Over-F,=avation
if soils contaminated with hydrocarbons are encountered, limited over-excavation may
be performed. Over-excavation,if performed, will be limited to approxirnately 50 to 200
cubic yards of soil. The area of possible over-excavation is shown as a dotted line on
Figure 1. The vertical extent of the over-excavation will be based on the limits of the
excavation equipment, which is approximately 10 to 12 feet.
Upon excavation, the soil will be stockpiled in segregated piles and covered with plastic
sheeting at the site for sampling and later disposal. Stockpiled soil will be temporarily
stored onsite, most likely on the southern portion of the site. All stockpiled soil will be
sampled at one discrete sample for every 50 cubic yards and will be analyzed for TPH g,
BTEX, and lead by EPA Methods 8015 (modified), 8420, and 6010, respectively_ If soil
is found to be contaminated with petroleum hydrocarbons, the soil will be disposed of at
an approved landfill. With the perrniasion of SJCEF3i , clean stockpiled sol!may be re-
used as fill onsite.
TG600-019-041y1LA1'1
