Review of the Beneficial Use-Protective Water Quality imits for Components of Petroleum-Based <br /> Fuels, dated April 28, 2000 by the CVRWQCB indicates water quality limits for MTBE of 5 to 13 <br /> ggll. The potential presence of MTBE in groundwater near the former fuel USTs should be <br /> confirmed using EPA Test Method 8260 to determine if regulatory groundwater quality limits have <br /> been exceeded. The former UST and soil sample locatio is are presented on Figure 4. A copy of the <br /> fuel UST removal report and CVRWQCB water quality i mit memo are presented in Appendix B. <br /> 3.3 Caltrans Site Permits <br /> In December 1993, the EPA issued Caltrans an Environmental Compliance Agreement Regarding <br /> Industrial Injection Wells at Caltrans Maintenance Stations. The agreement outlines Federal Safe <br /> Drinking Water Act compliance requirements for maintenance wash rack facilities that discharge to <br /> septic/leach field systems. EPA defines wash rack/sep is systems as Class V industrial injection <br /> wells. The EPA has required Caltrans to close all Class V industrial injection wells in accordance <br /> with the EPA Region 9 Guidelines for Closure of Shallow Disposal Wells and applicable state and <br /> local regulatory requirements. The septic system can continue to be used for disposal of sanitary <br /> waste if the system is in good working condition, the soi is not severely contaminated, all industrial <br /> fluids are removed from the tank,and the industrial disch rge is discontinued. <br /> Caltrans received a Declaration of Completeness and Accuracy dated December 2000 from the San <br /> Joaquin County Office of Emergency Services for Tracy Maintenance Station Hazardous Materials <br /> Management Plan. This plan provides information regarding general emergency response procedures <br /> and current chemical and waste storage/disposal practices. <br /> Copies of the EPA Agreement on Caltrans Maintenance Facilities Septic Systems, the Declaration of <br /> Completeness and Hazardous Materials Management Plan,a radio station license,a permit to operate as <br /> a small quantity hazardous waste generator, permits for agricultural burning, a hazardous waste <br /> inspection report indicating no violations, pesticide use recommendations and a portion of a Storm <br /> Water Management Plan and surface water sheet flow map are presented in Appendix C. <br /> 3.4 Aerial Photographs <br /> Aerial photographs taken between 1968 and 1999 were reviewed at Pacific Aerial Surveys in <br /> Oakland, California, and a 1974 photograph was provided by Caltrans. The review was performed to <br /> obtain information concerning the history of developme t at the Site and in the vicinity of the Site. <br /> Copies of selected aerial photos are presented on Figur s 5 through 7.
