4.0 SITE RECONNAISSANCE <br /> 4.1 Onsite Survey <br /> Representatives of Geocon performed a site reconnaissan a and personnel interview with Mrs. Hattie <br /> Poteet (Site Supervisor since January 2001) during the site visit and a phone interview with Mr. <br /> Allan Shafer (Previous Site Supervisor since 1999) on April 10, 2001. A phone interview was <br /> conducted on April 27, 2001 with Mr. Lino Cruz (FacilitLead Worker since 1995). The purpose of <br /> the reconnaissance and interviews was to determine the existing and pre-existing site conditions in <br /> order to attempt to identify visual indicators of potenti I hazardous material waste impacts to the <br /> Site. A Site Characterization Map depicting current hazardous material locations and recognized <br /> environmental conditions is presented on Figure 9. A summary of the recognized environmental <br /> conditions observed and/or documented at the Site is presented on Table 1. <br /> I <br /> Building locations and present existing site conditions are depicted on Figure 2. Site photographs <br /> obtained during the site reconnaissance are presented on Figures 10a through 10g. Information <br /> obtained from Caltrans personnel and observations noted during the site reconnaissance are <br /> summarized hereinafter. <br /> 4.1.1 Buildings <br /> The interiors and exteriors of the following onsite buildi ig improvements were observed during the <br /> site reconnaissance: <br /> Office. The office building was constructed in 1970, aid includes city water and sewer service, <br /> electrical service, natural gas, telephone and radio services. Rooms include the supervisor's office, <br /> crew room, two rest rooms and one shower stall. The structure is built on perimeter concrete footings <br /> with concrete slab-on-grade floors, and is comprised of ieinforced concrete cinder block siding and <br /> hot-mopped built up asphalt/rock flat-topped roofing. The interior walls and exterior southern wall <br /> are wood-framed and sheet-rocked or plastered. The ceilings are wood-framed with plywood <br /> sheeting or sheet-rock material. The office is located on the eastern end of a four-bay equipment <br /> building. Metal siding and fascia work is visible on exterior portions of the building. A pad-mounted <br /> electrical transformer is located behind the northern wal of the office. A radio transmitter/receiver <br /> tower is located east of the office. <br /> Equipment Building. The concrete cinder block sided and wood-framed equipment building was <br /> constructed in 1970 with the adjoining office. The building includes all of the utilities as indicated <br /> for the office. The equipment building is the central location for the electrical, telephone and natural <br /> gas service mains for the Site. Rooms include the combined maintenance and personnel training <br /> room, lunchroom, tool rooms, and maintenance vehicle equipment storage.
