Mr. Wilson indicated that his department <br /> had no record of underground storage tank removal at the site, <br /> that laws regarding such removals were passed in 1984 , and his <br /> office did not initiate monitoring and record keeping regarding <br /> such matters until 1986 ( six years after redevelopment of the <br /> site) . It was Mr. Wilson ' s opinion that any underground fuel <br /> storage tanks were removed during redevelopment. <br /> On January 22, 1991 , an attempt was made to locate World <br /> Enterprises, the company responsible for demolition of structures <br /> attendant to property redevelopment, without success. Contact <br /> was made this date with Mr. Mike Escoto of the San Joaquin County <br /> Air Pollution District at ( 209 ) 468-3470. Mr. Escoto had no <br /> record of underground storage tank removals at the subject site. <br /> Subsequent to being informed by Mr. Hillman of Grubb and Ellis <br /> that Mr. John Cox of Mel Bokides Petroleum, Inc. of 2191 Navy <br /> Drive, Stockton, had delivered gasoline to the subject site <br /> for many years, Uriah staff telephoned Mr. Cox at ( 209 ) 943-2011 . <br /> Mr. Cox stated that all underground fuel storage tanks had been <br /> located on the west side of the subject property and had <br /> fcontained only gasoline. <br /> On January 25 , 1991 , contact was made with Mr. Heimrich of Texaco <br /> Oil Company ' s Environmental Services Division in Sacramento <br /> I (telephone [ 9161 361 -0614 ) . Mr. Heimrich advised that all <br /> underground storage tanks were removed from the site in 1979 ! <br /> prior to Texaco selling the property. Mr. Heimrich advised <br /> further that no soil or groundwater sampling/analysis was/ <br /> performed. . .consistent with standard practice at that t*me; � <br /> although he recalled that the excavated soil was permitted to <br /> aerate for several months . � ' ! <br /> PHASE II: SUBSURFACE INVESTIGATION <br /> 1 1401' <br /> On February 6 and 7, 1991 , Uriah staff utilized the KVA Portable <br /> Sampling System to advance four soil borings at the subject �� 1 <br /> site. Depths of the 7/8-inch diameter borings ranged from eight <br /> (8) feet below ground surface (bgs ) to ten (10) feet bgs . <br /> Various drive points and sampling devices were affixed to the <br /> stainless steel KVA probes which were advanced with a hand held <br /> roto hammer. Between grade and approximately one foot bgs, <br /> the probes encountered hard, compacted fill; however, the probes <br /> were easily advanced beyond the one foot level to the depths <br /> indicated upon encountering a matrix of light brown sand with <br /> very little clay. <br /> All KVA probe samples were acquired on the west side of the <br /> property ( the area in which the underground storage tanks were <br /> located according to Mr. Cox of Mel Bokides Petroleum, Inc. ) <br /> with borings placed at the locations specified on Figure #f2, <br /> 3 . <br />
