We were somewhat taken aback at the extent of <br /> the agreement and some of its conditions. More importantly, however, another <br /> contamination problem with dibromochloropropane (DBCP) which has taken priority <br /> also affects this situation. <br /> For your information, the City' s water system is seriously affected by the mcl for ! <br /> DBCP which became effective in July 1989. We have 11 wells which exceed the mcl of <br /> 0.2 ppb. A preliminary engineering study done ey Brown and Caldwell has estimated <br /> a clean-up cost of $6.8 million for capital equipment. Well 12 is not one of these <br /> wells and was not contaminated in the most recetlt tests prior to the gas spill in ri <br /> 1986. We intend to sample Well 12 for DBCP in the near future. Obviously, the <br /> value of a DBCP-free well is considerably higher than discussed earlier. Assuming <br /> Well 12 is still free of DBCP, we intend to plan for its reactivation as soon as <br /> possible. <br /> We feel we have been patient to the point of naivete in believing the clean-up work <br /> would progress in a timely fashion. We have just issued another encroachment <br /> permit to .your consultant for additional monitoring wells. Spending more than <br /> three years drilling holes in the ground has done little to remedy the situation. <br /> We demand that real clean-up efforts begin immediately. <br /> Ja�k L.
