BROWN AND
C A L D W E L L
June 6, 1995
Ms. Diane M. Hinson
San Joaquin County
Public Health Services
445 N. San Joaquin Street
Post Office Box 388
Stockton, California 95201-0388 017-2065-0111
Subject: ARCO Facility 434, 501 W. Kettleman Lane, Lodi, California, Site Code 1341
Dear Ms. Hinson:
This letter provides the status for the location and abandonment of off-site groundwater
monitoring well W-6 at the ARCO Products Company (ARCO) Facility 434 located in Lodi,
California. As discussed in the first 1995 quarterly report, well W-6 was destroyed during
demolition of the American Savings Bank or subsequent construction of a Boston Chicken
restaurant near the same location.
Prior to construction of the Boston Chicken restaurant, Brown and Caldwell identified to the
contractor the location of three monitoring wells on the property and instructed the contractor
that the wells were not to be damaged. During construction of the restaurant, Brown and
Caldwell again notified the contractor that well W-6 should be protected and preserved.
However, the well was either buried or removed during site activities and could not be
sampled during the first quarterly event on March 2, 1995. On March 7, 1995, Brown and
Caldwell personnel, with a contracted licensed surveyor attempted to locate the missing well.
During this attempt, soil was excavated to approximately 3 feet below grade in a location
where the survey indicated the well should have been. However, the well was not located and
further investigation was delayed until more information could be collected.
During March, 1995, a geophysical survey using ground penetrating radar (GPR) was used
by Boston Chicken's environmental consultant to determine the location of well W-6.
Information from the GPR survey indicated that the missing well was located near the back
of the restaurant,,close to the location where the previous excavation occurred.
The GPR location was represented by Boston Chicken's consultant as the location of the
missing well. ARCO retained Brown and Caldwell to properly abandon the well according
to the State of. California's well standards.
