Q <br /> Limited Phase 11 Subsurface Investigation Report <br /> Property Lease Port of Stockton <br /> Stockton,California a ntea g ro u p <br /> Antea Group Project No. UPR8298B <br /> The recent Limited Phase I ESA revealed recognized environmental conditions (RECs). Those RECs are summarized <br /> as follows: <br /> • The subject site and adjacent properties include various historic operations dating back to the mid-1940s <br /> associated with the United States Navy. Historical documents report that former operations include <br /> landfill and disposal operations, aboveground storage tank yards, railroad storage yards, clothing disposal <br /> pits that may have contained radioactive materials, and hazardous materials storage yards,among others. <br /> Previous site investigations confirm chemical contaminants are present in soil and/or groundwater at the <br /> site. <br /> • The site has included railroad operations since at least 1937 to present. Rail yard operations historically <br /> include the use of varied hazardous materials such as degreasing solvents, polychlorinated biphenyl <br /> (PCBs) from engines, heavy metals, petroleum hydrocarbons and creosote from railroad ties, which can <br /> result in soil and/or groundwater impacts due. <br /> • Historically, railroad ties were treated with creosote,which is a distillate of tar, and arsenic. Creosote can <br /> leach from railroad ties resulting in soil and/or groundwater contamination. This is a recognized <br /> environmental concern based on the age of the facility,the railroad ties historically used, and practices of <br /> burying railroad ties at the subject property. <br /> • During the site reconnaissance, Antea Group observed signage indicating that <br /> 4,4'-dichlorodiphenyltrichloroethane (DDT) was historically used in in the Navy-designated parcels <br /> associated with the subject site. User-provided information and additional information on the State's <br /> GeoTracker database further confirms the historic use of DDT in various locations along the western-most <br /> portion of the Rough and Ready Island.
