Q
Limited Phase 11 Subsurface Investigation Report
Property Lease Port of Stockton
Stockton,California a ntea g ro u p
Antea Group Project No. UPR8298B
The recent Limited Phase I ESA revealed recognized environmental conditions (RECs). Those RECs are summarized
as follows:
• The subject site and adjacent properties include various historic operations dating back to the mid-1940s
associated with the United States Navy. Historical documents report that former operations include
landfill and disposal operations, aboveground storage tank yards, railroad storage yards, clothing disposal
pits that may have contained radioactive materials, and hazardous materials storage yards, among others.
Previous site investigations confirm chemical contaminants are present in soil and/or groundwater at the
site.
• The site has included railroad operations since at least 1937 to present. Rail yard operations historically
include the use of varied hazardous materials such as degreasing solvents, polychlorinated biphenyl
(PCBs) from engines, heavy metals, petroleum hydrocarbons and creosote from railroad ties, which can
result in soil and/or groundwater impacts due.
• Historically, railroad ties were treated with creosote, which is a distillate of tar, and arsenic. Creosote can
leach from railroad ties resulting in soil and/or groundwater contamination. This is a recognized
environmental concern based on the age of the facility, the railroad ties historically used, and practices of
burying railroad ties at the subject property.
• During the site reconnaissance, Antea Group observed signage indicating that
4,4'-dichlorodiphenyltrichloroethane (DDT) was historically used in in the Navy-designated parcels
associated with the subject site. User-provided information and additional information on the State's
GeoTracker database further confirms the historic use of DDT in various locations along the western-most
portion of the Rough and Ready Island. The Port of Stockton's consultant stated that DDT has not been
used on the property since the 1970s.
2.3 Physical Setting
The following table provides physical setting information for the subject property and surrounding area:
PHYSICAL SETTING COMMENTS SOURCE
INFORMATION
Stockton West,California Quadrangle
Site Elevation Approximately 0 feet above mean sea level 7.5-Minute Topographic Map Series,
USGS,1987
Surface Stockton West,California Quadrangle
Site and vicinity are generally flat, with overall
Runoff/Topographic gentle downward slope to the southwest. 7.5-Minute Topographic Map Series,
Gradient USGS,1987
Google Earth and
The Burns Cutoff and Stockton Deep Water Stockton West,California Quadrangle
Closest Surface Water Channel are approximately 30 feet north of the tocMinute Topographic Map Series,
subject site.
