TreadwelkMIO
•
performed by Advanced GeoEnvironmental (AGE) at Areas 15 and 16 on 2 May 2000. The
results of the RI were presented in the 24 August 2000 report titled Remedial Investigation
Report, North Shore Parcels, Stockton, California.
1.1 Purpose of Report
The purpose of the FS is to demonstrate that appropriate remedial alternatives to mitigate soil
and groundwater contamination described in the site Remedial Investigation(RI)have been
developed and evaluated. Per the City's agreement with the DTSC,the alternatives evaluated in
this FS must be reflective of remedial actions likely to be used at each area prior to or concurrent
with redevelopment activities. Alternatives have been evaluated using the nine Evaluation
Criteria identified in DTSC's Remedial Action Plan(RAP)policy, document no. EO-95-007-PP.
1.2 Definition of Operable Units
• The North Shore Parcels have been divided into two operable units (OUs). OU 1 is comprised of
Areas 10, 11, and 20. OU 2 is comprised of Areas 15, 16, and 21. The rationale for this
organization is as follows:
• Each parcel in OU 1 is vacant, while each parcel in OU 2 is occupied.
• Each parcel in OU 2 has been impacted by leaking underground fuel storage tanks
(USTs), and each parcel is currently under the regulatory oversight of the San Joaquin
County Environmental Health Division Leaking (SJCEHD),Underground Storage Tank
Group.
There is no evidence that any parcel in OU 1 has been impacted by leaking USTs,nor are
there currently open regulatory case files for OU 1 parcels.
• The City of Stockton may redevelop the OU 1 sites before the OU 2 sites, necessitating
regulatory acceptance of remedial measures at OU 1 prior to OU 2.
•
2
15 November 2000
25970318.PGS
