TANK CAR AND TANK TRUCK LOADING/UNLOADING RACK (40 CFR 112.7(h)) <br /> There is no tank truck loading/unloading rack at the Facility. <br /> INSPECTIONS AND RECORDS (40 CFR 112.7(e)) <br /> Visual inspections should be performed at least weekly(no inspection form required). The visual <br /> inspections should consist of a complete walk-through of the Facility to check the tanks, transformers, <br /> heat exchange system, and drums for damage or leakage, check for stained or discolored soils, and to <br /> ensure complete security. <br /> The checklists provided in Attachment B should be used during monthly and annual inspections. These <br /> inspections are performed in accordance with written procedures developed for the Facility by the <br /> owner or operator. Written inspection procedures and monthly inspections are signed by the inspector <br /> and maintained with this plan for three years. <br /> SECURITY (40 CFR 112.7(g)) <br /> Facility lights are located so as to illuminate the storage areas and are monitored by security cameras. <br /> Consideration in the location of the lights was given in order to discover spills at night and prevent <br /> spills occurring through vandalism. Fill ports are locked when not in use. <br /> PERSONNEL, TRAINING AND SPILL PREVENTION PROCEDURES (40 CFR 112.7(f)) <br /> The spill prevention manager, Avtar Singh, is accountable for spill prevention training at the Joe's <br /> Travel Plaza. Facility personnel have been instructed by management in the operation and maintenance <br /> of spill pollution prevention equipment, applicable pollution control laws and regulations, general <br /> Facility operations, and the contents of this SPCC Plan. Any new Facility personnel must be <br /> provided with this training prior to taking part in any operation which requires the handling of <br /> oil. <br /> Yearly spill prevention briefings are provided by management for operation personnel to ensure <br /> adequate understanding of the SPCC plan. These briefings highlight any past spill events or failures <br /> and recently developed precautionary measures. Training has been held on oil spill prevention, <br /> containment, and retrieval methods. Records of these briefings and spill prevention training must <br /> be maintained with this Plan for at least five years and are kept on the form shown in Attachment <br /> C. Instructions and phone numbers regarding the reporting of a spill to the National Response Center <br /> and the State of California are listed below and have been publicized and posted in the office at the <br /> Facility. <br /> Facility personnel have been instructed to contact Avtar Singh in the event of a release. Avtar Singh <br /> will be the key personnel to report a spill to the National Response Center and the State of California. <br /> Attachment D will be used as a standard form to provide details of any spill event. <br /> SUBSTANTIAL HARM DETERMINATION (40 CFR 112.20(e)) <br /> This Facility does not pose a risk of substantial harm under 40 CFR Part 112.20, as recorded in the <br /> "Substantial Harm Determination" included in Attachment A of this Plan. <br /> Joe's Travel Plaza <br /> 15600 Harlan Road,Lathrop,CA <br /> Page 24 <br />
