DISCHARGE DISCOVERY, RESPONSE, AND CLEANUP (40 CFR 112.7(a)(5)) and (40 <br /> CFR 112.7(a)(3)iv) <br /> The following is a description of procedures to follow in the event of a spill. The uncontrolled <br /> discharge of oil products to soil and groundwater is prohibited by State and Federal law and <br /> immediate action to stop, contain, and recover discharged product should be taken in the event of <br /> such a release. Typically, the following should be done: <br /> • Eliminate potential spark sources and other potential sources of combustion <br /> • Stop the discharge if possible and safe <br /> • Contain the discharge with absorbent materials,pads, and/or booms. <br /> o Contact the Spill Prevention Manager(Avtar Singh) and alternate contacts <br /> • If necessary, contact the emergency cleanup contractor(PERS Environmental Services) <br /> • Contact regulatory authorities <br /> • Collect and dispose of recovered product and spill containment materials in a proper manner <br /> In order to determine the appropriate manner to safely respond to a spill or discharge, the discharge <br /> must be classified as either a"minor" or"major" discharge. A minor discharge is any discharge, <br /> which can be easily controlled by Facility personnel and presents no risk of fire or explosion. A <br /> major discharge is one, which cannot be easily contained by Facility personnel, or any time there is <br /> risk of fire or explosion. Any discharge greater than 50 gallons must be reported to the appropriate <br /> agencies. <br /> Response to a Minor Discharge <br /> Minor discharges are defined as discharges, which pose no significant threat of harm to human health <br /> and safety or the environment. Minor discharges are characterized as discharges that: <br /> • Involves only a small quantity of product(less than 50 gallons) <br /> • Can be easily controlled by Facility personnel <br /> • Are localized near the source of the discharge and <br /> • Present no risk of fire or explosion <br /> Minor discharges can typically be cleaned up by Facility personnel. In the event of a minor discharge, <br /> Facility personnel should: <br /> • Notify the Spill Prevention Manager immediately <br /> • Follow the direction of the Spill Prevention Manager to contain the discharge if it has not been <br /> contained, and clean up response materials and equipment properly <br /> • The Spill prevention Manager will be responsible for completing the discharge notification form <br /> (Attachment D) and storing it with the Plan. <br /> If the Spill Prevention Manager is not available at the time of the discharge, then the alternate contact <br /> assumes responsibility for coordinating response activities. <br /> Joe's Travel Plaza <br /> 15600 Harlan Road,Lathrop,CA <br /> Page 25 <br />
