Response to a Major Discharge
Major discharges are defined as discharges, which cannot be easily or safely controlled by Facility
personnel or pose a significant threat of harm to human health and safety or the environment. Examples
of when a discharge should be treated as a major discharge include but are not limited to:
• The discharge involves a large quantity of product which spreads beyond the immediate area of
the discharge.
• The discharge might enter or enters water.
• Special training or equipment is required in the response to the discharge.
• There is a threat to human health and safety or the environment; or
• There is a danger of fire or explosion.
Facility personnel should not attempt to perform clean up on major discharges and should do the
following:
• All Facility personnel should immediately evacuate the discharge area and gather in a
predetermined location a safe distance from the discharge.
• The Spill Prevention Manager should be immediately notified of the discharge if not at the
Facility.
• If any Facility personnel were injured, medical assistance should be requested as appropriate.
• The Spill Prevention Manager or senior staff authorized by the Spill Prevention Manager should
notify all applicable regulatory agencies of the discharge.
• The Spill Prevention Manager or senior staff should contact the spill response contractor listed
on page 28.
• The Spill Prevention Manager aides in coordination activities with any clean up contractor or
other response organizations.
• The Spill Prevention Manager will be responsible for completing the discharge notification
form(Attachment D) and storing it with the Plan.
If the Spill Prevention Manager is not available at the time of the discharge, then the alternate contact
assumes responsibility for coordinating response activities.
WASTE DISPOSAL (40 CFR 112.7 (a)(v))
Any waste resulting from a minor discharge should be containerized in a 55-gallon steel or poly drum
(or other appropriate container). The Spill Prevention Manager will have the waste characterized and
removed from the Facility by a licensed waste transporter as soon as possible. Waste from a major
discharge will be disposed of by the cleanup contractor listed below.
Joe's Travel Plaza
15600 Harlan Road,Lathrop,CA
Page 26
