Totes and Drums <br /> Portable oil containers (drums and totes) should have monthly visual inspections and yearly periodic <br /> integrity inspections performed as described in the Steel Tank Institute (STI) Standard for the Inspection <br /> of Aboveground Storage Tanks, SP-001, 2011. <br /> Visual inspections of drums and totes by facility personnel are performed according to the procedure <br /> described in this SPCC Plan. The visual inspections should consist of a complete walk-through of the <br /> facility property to check the drums and totes for signs of damage or leakage, ensure the covers are <br /> properly secured, check for stained or discolored soils, and to ensure complete site security. Any <br /> problems or leaks identified by the visual inspection should be promptly addressed and remedied. <br /> Records of the monthly inspections should be documented on the STI SP-001 Portable Container <br /> Monthly Inspection Checklist included as Appendix B. Use of individual portable containers should be <br /> discontinued or the portable container should be tested recertified per the Department of Transportation <br /> specifications on the following schedule: <br /> 4 <br /> ■ Plastic portable container- every 7 years I1% <br /> ■ Steel portable container- every 12 years <br /> ■ Stainless Steel portable container- every 17 ye <br /> Records of inspections should be kept with this r at le ve y S. <br /> INTERNAL HEATING COILS (40 CFR 112.8(c)(7)) <br /> There are no bulk storage tanks with internal heating ils the facility. <br /> r� <br /> OVERFILL PREVENTION (40 CFR 2.8(c)(8 <br /> The tanks at the facility are equipped with a ated shutoff valves to prevent overfilling the tanks at <br /> the facility. The automate utoff valves controlled by a Veeder-Root system which monitors the <br /> level of product in each tank. en tank reaches 90% of total capacity, the valve to the tank is closed <br /> automatically by the Veeder-Root system. Joe's Travel Plaza Oil has developed a procedure at the <br /> facility to ensure that the tanks are not overfilled. The facility's procedure for tank filling is described <br /> below. All transfer operations are performed by a third part fuel delivery company. Typical transfer <br /> procedures include: <br /> 1. The amount of product to be transferred will be determined and then the receiving container will <br /> be inspected to ensure that the receiving container has sufficient free space to receive the <br /> transfer. If there is not enough free space in the receiving container,the transfer must be <br /> stopped and reassessed. <br /> 2. After it has been verified that there is sufficient free space in the receiving tank-, all valves, <br /> fittings, and hoses are checked for signs of damage and to ensure the valves are in the closed <br /> position. <br /> 3. Connections are made between the tank and the receiving tank and the transfer tank. <br /> 4. The transfer is initiated. <br /> 5.
