Avtar Singh will be <br /> the key personnel to report a spill to the National Response Center and the state of California. <br /> Attachment D will be used as a standard form to provide details of any spill event. <br /> SUBSTANTIAL HARM DETERMINATION (40 CFR 112.20(e)) <br /> This facility does not pose a risk of substantial harm under 40 CFR Part 112.20, as recorded in the <br /> "Substantial Halm Determination" included in Attachment A of this Plan. <br /> DISCHARGE DISCOVERY, RESPONSE, AND CLEANUP (40 CFR 112.7(a)(5)) and (40 CFR <br /> 112.7(a)(3)iv) <br /> i <br /> The following is a description of procedures to follow in the event of a spill. The uncontrolled <br /> discharge of oil products to soil and groundwater is prohibited by Stat Federal law and <br /> immediate action to stop, contain, and recover discharged product shoul/ombustion <br /> n the event of <br /> such a release. Typically,the following should be done: <br /> i <br /> • Eliminate potential spark sources and otLr potents sources of <br /> • Stop the discharge if possible and safe <br /> • Contain the discharge with absorbent materials,pa s,-an r booms. <br /> o Contact the Spill Prevention Manager(Avtar Si h) and alternate contacts <br /> • If necessary, contact the emergency cleanup contractor(PERS Environmental Services) <br /> • Contact regulatory authorities <br /> • Collect and dispose of r covered product and spill containment materials in a proper manner <br /> In order to determine the ropriate manner to felt'respond to a spill or discharge, the discharge <br /> must be classified as eit "minor" or"majo` discharge. A minor discharge is any discharge <br /> which can be easily contro y facility personnel and presents no risk of fire or explosion. A <br /> major discharge is one which cannot be easily contained by facility personnel or any time there is <br /> risk of fire or explosion. Any discharge greater than 50 gallons must be reported to the appropriate <br /> agencies. <br /> I <br /> Response to a Minor Discharge <br /> Minor discharges are defined as discharges which pose no significant threat of harm to human health <br /> and safety or the environment. Minor discharges are characterized as discharges that: <br /> • Involves only a small quantity of product(less than 50 gallons) <br /> • Can be easily controlled by facility personnel <br /> • Are localized near the source of the discharge and <br /> • Present no risk of fire or explosion <br /> Minor discharges can typically be cleaned up by facility personnel.
