gallon UST located to the west of the diesel dispenser canopy. The diesel fuel is dispensed from four
10,000-gallon ASTs located on the east side of the Facility. The ASTs are located in a concrete
containment area that is approximately, 71 feet long, 27.5 feet wide, and 5,5 inches deep. The ASTs are
manifolded and with diesel being delivered to the pump islands via underground piping (Figure 3).
Diesel deliveries are made to the ASTs inside a rollover containment berm adjacent to the AST area.
A truck scale is present on the southern portion of the Facility near a building used to wash commercial
trucks. Another small building is located in the southeastern corner of the Facility that is used as an
office for the commercial truck washing tenant(Figure 2). The truck washing business may operate
additional portable or fixed storage containers. However, as these containers are not operated or
maintained by Joe's Travel Plaza, they are not included with this SPCC plan.
OIL STORAGE CONTAINERS (40 CFR 112.7(a)(3)(1))
Fixed Oil Storage Containers
There are four active ASTs at the Facility(AST-1 through AST-4). The ASTs are double-walled ASTs
constructed of steel. The ASTs are located in a concrete containment berm. The contents and capacity
of each AST is summarized in Table A below. The location of the ASTs within the Facility is depicted
on Figure 2. A technical amendment to this SPCC Plan is required if any existing tanks at this
Facility become permanently closed or new active tanks are installed. The SPCC Plan must be
amended and recertified by an engineer during the technical amendment. Any fixed container
storing oil in quantities of 55 gallons or more is listed on the table.
Table A— Fixed Oil Storage Containers
Storage
ID Capacity Contents Location Comments
gallons
AST-1 10,000 Diesel Tank Containment Area Horizontal AST
AST-2 10,000 Diesel Tank Containment Area Horizontal AST
AST-3 10,000 Diesel Tank Containment Area Horizontal AST
AST-4 10,000 Diesel Tank Containment Area Horizontal AST
Maximum Potential Fixed Storage Capacity for the Site: 40,000 gallons.
As stated above, there are also two USTs located within the Facility. A 10,000-gallon regular gasoline
UST and a 20,000-gallon UST split into three compartments. The compartments include a 12,000-
gallon regular gasoline compartment, a 4,000-gallon diesel compartment and a 4,000-gallon premium
gasoline compartment. The USTs are exempt from the requirements of the SPCC regulations as they are
properly permitted with the local permitting agency. Therefore, the USTs are not included in Table A
above.
Permanently Closed Tanks
Permanently closed bulk storage containers are exempt from the requirements of 40 CFR 112 in section
40 CFR 112.1(b)(3). There are no ASTs located at the Facility that are empty, and not currently being
used. If any empty tanks are planned to be inactive for a significant period of time, the tanks should be
Joe's Travel Plaza
15600 Harlan Road,Lathrop,CA
Page 10
