John Alaniz <br /> December 5, 2018 <br /> Page 3 of 7 <br /> If maintenance vendors transport hazardous waste used oil from the Newark Recycled <br /> Fibers site as the generator of the waste, Newark Recycled Fibers will request that the <br /> vendor provide service records which will be maintained on site. However, such records <br /> will not be maintained if the used oil is generated when the equipment is services off site, <br /> as Newark Recycled Fibers will not be the generator. <br /> Used oil filters need to be managed according to hazardous waste laws and regulations. <br /> Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility <br /> and all receipts used in a consolidated manifesting procedure on site for three years and have <br /> them readily available for review. Immediately locate a copy of all manifests and receipts for the <br /> last three years and maintain them on site. Start keeping above records on site. <br /> In most cases the used oil filters would be generated when maintenance of rolling <br /> equipment is performed off site. If used oil filters are generated on site they will be <br /> managed as a California Hazardous Waste. The proper management of routinely generated <br /> hazardous wastes including used oil and used oil filters and proper consolidated and <br /> uniform hazardous waste manifesting procedures were discussed in hazardous waste <br /> training provided to Newark Recycled Fibers personnel by Yorke on December 4, 2018. <br /> Item #111 <br /> CCR 66262.42(a)(c)(d) Failed to comply with uniform hazardous waste manifest exception <br /> requirements. <br /> Manifest numbers 005244816SKS (1/12/2016), 005522378SKS (7/6/2016), and 005522378SKS <br /> (7/6/2016) were not found on site. Manifest numbers 006520845SKS (5/25/2018) and <br /> 006520846SKS (5-25-2018) were found without a signed off copy from the destination facility. <br /> Hazardous waste generators shall retain copies of all manifests for three years or until a copy <br /> signed off by the destination facility is received. The signed off copy shall be retained and made <br /> readily available for review for three years. If the generator did not receive a copy of the manifest <br /> with the handwritten signature of the owner or operator of the facility to which the generator's <br /> waste was submitted within 60 days of the date the waste was accepted by the initial transporter, <br /> the generator shall submit a legible copy of the missing manifest, with some indication that the <br /> generator has not received confirmation of delivery. This information shall be submitted to: <br /> [DTSC Address provided] <br /> Immediately locate a copy of the missing manifests or prepare and submit the required information <br /> to DTSC. Submit to the EHD a copy of the signed off copy of the manifests or a copy of the <br /> information submitted to DTSC. <br /> Newark Recycled Fibers—Stockton has obtained the manifest copies identified above and <br /> verified that all shipments reached the destination facility within the prescribed time limits. <br /> Attachment 2 includes the required manifests. Manifesting and recordkeeping procedures <br /> were discussed in hazardous waste training provided to Newark Recycled Fibers personnel <br /> by Yorke on December 4, 2018 including use of a manifest tracking log. <br /> Yorke Engineering,LLC <br />
