CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 95-813 <br /> FOR <br /> LEPRINO FOODS <br /> TRACY <br /> SAN JOAQUIN COUNTY <br /> Leprino Foods (hereafter Discharger) operates a cheese processing facility at 2401 MacArthur <br /> Drive in Tracy. The facility was previously regulated by Monitoring and Reporting Program <br /> (MRP) Order No. 93-811 which is hereby rescinded by implementation of MRP Order No. <br /> 95-813. <br /> The site has three above ground storage tanks for diesel, fuel oil, and waste oil storage. <br /> Investigations have found soil and ground water to be contaminated with petroieurn hydrocarbons <br /> on-site at the facility. Ground water contains both free product and dissolved hydrocarbon <br /> contamination. The Discharger will continue investigations on the lateral and vertical extent of <br /> contamination and install a free product recovery system and soil and ground water remedial <br /> systems. <br /> Prior to construction, plans and specifications for remediation of the soil and ground water <br /> monitoring and/or extraction wells shall be submitted to Board staff for review and approval. After <br /> construction, new wells are to be sampled and analyzed for the constituents below and added to the <br /> monitoring program. <br /> GROUND WATER MONITORING <br /> There are fourteen on-site water monitoring wells as shown on Attachment A. Monitoring wells <br /> with free phase petroleum product or visible sheen shall be monitored for product thickness and <br /> depth to ground water only. The ground water monitoring program for the wells, and any <br /> additional wells installed subsequently except for wells containing free phase petroleum product or <br /> visible sheen, shall include the following: <br /> EPA Analytical Maximum Detection Sampling <br /> Constituents Method Limit (ueAl FEquency <br /> Depth to Ground Water <br /> Benzene 8020 0.3 Quarterly <br /> Toluene 8020 0.3 Quarterly <br /> Ethylbenzene 8020 0.3 Quarterly <br /> Xylene 8020 0.6 Quarterly <br /> n-Butylbenzene 8020 0.6 Quarterly <br /> TPH as Diesel 8015M 50 Quarterly <br /> REPORTING <br /> Quarterly reports shall be submitted to the Board by the 15th day of the month following the end of <br /> each calendar quarter until such time that the Executive Officer determines that the reports are no <br /> longer necessary. Each quarterly report shall include a ground water contour map and contaminant <br />
