Box 8400
Denver, Colorado 80201-8400
LEPRINO FOODS GROUND WATER INVESTIGATION, TRACY, SAN JOAQUIN COUNTY
I have reviewed your 27 August 1993 letter regarding the ground water investigation at the Leprino
Foods facility in Tracy and the enclosed 3 June 1993 report from Kleinfelder, Leprino's consultant.
Although free product was found in the two on-site monitoring wells, it is still important to continue
with regular monitoring of the ground water. Therefore, enclosed for your review is a draft
Monitoring and Reporting Program (MRP) for quarterly sampling of the two existing monitoring
wells and any additional monitoring wells you install in the future.
In wells containing free product, the draft MRP requires the thickness of free product to be
measured and the ground water elevation calculated with this information. Until Leprino has three
monitoring wells onsite, it will be necessary to coordinate ground water level measurements with
Mobil's measurements to determine ground water flow directions. Whenever quarterly monitoring
of any of the wells shows no free product to be present, the draft MRP requires collection of a
sample for analysis.
As requested in our last letter, it is still necessary for you to provide us with any data collected
since the data reported in the 20 October '992Initral Ground Water Assessment. This includes all
water level and free product thickness measurements, both on the Leprino property and the
neighboring Mobil property, and the calculated ground water level elevations. A ground water
contour map should be provided for each sampling event. If any additional analyses were conducted
since the analyses reported in the 20 October 1992 report, these results should also be provided.
Interim Remedial Actions
The concept of extracting ground water from the existing extraction well and discharging to the
onsite industrial wastewater discharge system is acceptable. However, as requested before, you still
need to provide the Board with more details of such an action. At a minimum, we need details
on the ground water extraction rate, flow capacity of the oil/water separator, industrial wastewater
treatment system influent and effluent flow rates, method of treatment, and a flow diagram showing
