STATE OAF CALIFORNIA. Environmental Prote&Agency • PETE WILSON Governor
f CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD '
CENTRAL VALLEY REGION
3443 Routier Road, Suite A
Sacramento, CA 95827-3098
PHONE: (916) 255-3000 +''+ .°'
FAX: (916) 255-3015
29 January 1993
FEB A4 1393
ENVIRONMENTAL HEA1 TH
Mr. John Ewing PERMIT/SERVICFa
Leprino Foods
1830 West 38th Avenue
P.O. Box 173400
Denver, CO 80217-3400
GROUND WATER INVESTIGATION AT LEPRINO FOODS, 2401 MACARTHUR DRIVE, TRACY, SAN
JOAQUIN COUNTY
I have received the 2 December 1992 letter from your consultant, Kleinfelder,
in response to my 19 November 1992 letter commenting on the 20 October 1992
Initial Ground Water Assessment Report by Kleinfelder on the Leprino Foods
facility in Tracy. The 2 December 1992 letter does not address all of the
comments in my 19 November 1992 letter. Of major concern is the measurement
of ground water levels and determination of the ground water flow direction.
Kleinfelder's 2 December 1992 letter included a map showing water level
measurements in Mobil monitoring wells AW-6, AW-7, and AW-8 on 21 October 1992
and in Leprino's EW-1 and MW-1 on 24 October 1992. In addition to contouring
the ground water elevations, the data should be tabulated and included in the
report. The table should include the depth to ground water (from the top of
casing or some other established datum) , the elevation of the top of casing,
product thickness (if applicable) , and the calculated ground water elevation,
for both the Mobil monitoring wells and the Leprino wells.
Kleinfelder's letter stated remediation would begin in mid-December without
describing the remediation method or providing a remedial system design. In
our 29 January 1993 telephone conversation, you told me that ground water will
be extracted from EW-1 , treated in an existing bioremediation system, and
discharged to the City of Tracy sewer system. You also stated the extraction
and treatment will begin in a few weeks. By 19 February 1993, please submit a
full description of this interim remediation system, including extraction
rates and treatment method, and a schedule for system startup.
Kleinfelder's letter stated Leprino monitoring wells EW-1 and MW-1 will be
sampled monthly during the first quarter of remediation and quarterly thereaf-
ter, but did not mention if water level measurements would be taken prior to
sampling. Water levels shall be measured prior to each sampling event,
recorded, and reported as described above, in tabular form and contoured when
data from three monitoring wells are available. At least one of the three
monthly water level meaurements shall be taken at the same time as the water
level measurements in Mobil monitoring wells AW-6, AW-7, and AW-8. The
measurements from that sampling event shall be contoured and tabulated.
