Bradhurne, Briller&Johnson, LI Health&Safety Plan
Potential Recognized Environmental Conditions:
Based on the information known about the Subject Property the following have been identified as
potential RECs:
Tailings pond that received waste from magnesium and titanium processing plant — A
magnesium plant was in operation between 1942 and 1944 and manufactured component
airplane parts and incendiary devices for World War II. The plant reportedly was idle between
1945 and 1950 and magnesium processing activities resumed in 1951 for the Korean War. In
the mid 1950s the site was leased from the government by Western Pyromet for the production
of titanium.
• Storage and other related areas impacted by fertilizer and pesticide operations — Historical
information provided by the client indicates that the Subject Property was occupied by a
fertilizer and pesticide storage and distribution company named Best Products, a.k.a. Occidental
Chemical)from sometime in the 1970s until early the 1980.
• Location where septic tanks were removed—A septic tank associated with the former magnesium
plant was present on plans obtained from the Manteca Building Department. The clearing and
demolition plan indicated that the septic tank was to be removed during demolition activities in
2002.
Area of historic fueling system — An aboveground fuel system may have been present at the Subject
Property. The fueling system was possibly used to operate equipment (i.e. furnaces and boilers) as part of
the magnesium processing plant.
Sources of Hazardous/Toxic Materials and Chemical Hazards
Based on BB&Ys understanding of the Subject Property's historical and current conditions, the following
list identifies the potential and/or actual sources of hazardous/toxic materials and chemical hazards at
the Subject Property:
• Potential for the presence of metal-impacted soil at the site due to the former magnesium
processing plant.
• Potential for the presence of pesticide-impacted soil at the site due to the storage and bagging of
fertilizer and pesticide.
• Lack of Total Petroleum Hydrocarbon (TPH) gasoline range organics (GRO), benzene, toluene,
ethylbenzene, and xylene (BTEX) and methyl tertiary butyl ether (MTBE) analysis in the area of
the former underground storage tank
Media of Concern
The following media is known or suspected to be impacted with COCl (check all that apply) at the
Subject Property:
