Page 14 of 27 <br /> the event no alternate method of disposal is reasonably available. Application for <br /> discharge of unpolluted.water shall'be made to the Director of Public Works in writing <br /> and must be approved by the Director of Public Works prior to discharge to the water <br /> pollution control system. Such discharges shall be subject to all applicable requirernents <br /> of the Waste Ordinance and.any applicable fees of the City of.Manteca. <br /> H. Additional Prohibitions <br /> Except as hereinafter provided, no person shall discharge, or cause to be discharged, to <br /> the water pollution control system any of the following described waters,pollutants or <br /> wastes: <br /> 1. Any solid or viscous pollutants in atnourits which will cause obstruction to the <br /> flow in the collection system or the treatment works, or which will require <br /> unusual attention or expense to convey and/or treat. <br /> 2. Any discharge which creates a fire or explosion hazard in the collection system or <br /> the treatment.works, including but iiot limited to,waste streams with a closed cup <br /> flashpoint of less than 140 degrees Fahrenheit(60 degrees Celsius)using test <br /> methods specified in 40 CFR 261.21. <br /> 3. Any heated discharges which cause the influent into the treatment works to <br /> exceed 104 degrees Fahrenheit, and any heated discharges which create a hazard <br /> to the water pollution control system personnel or inhibit biological activity in <br /> treatment plant. <br /> 4. Any discharge which has been diluted as a partial or complete substitute for <br /> treatment to achieve compliance with this Waste Ordinance,the user's industrial <br /> discharge permit, or the National Categorical Standards. <br /> 5. Any discharge of hazardous waste, as defined by Title 22`of the California Code <br /> of Regulations without the written approval of the Director of Public Works. <br /> 6. Any discharge which causes noxious or malodorous gases at or near the Manteca <br /> water pollution control system.facilities or the facilities of any member. <br /> jurisdiction of the City of Manteca, or which otherwise creates a public nuisance. <br /> 7. Any discharge which results in the formation of toxic gases, fumes, or vapors in a <br /> quantity that endangers the health or safety of Manteca personnel or the public. <br /> 8.. Any discharge of pesticides,herbicides, or polychlorinated biphenyls (PCBs)in <br /> quantities deemed significant by the Director of Public Works. <br /> 9. Any radioactive wastes, except as allowed under the "California Radiation <br /> Control Regulations", CCR Title 23 sec 30100 et seq. <br /> Permit No. 05-3 <br /> Cardoza Enterprises <br />
