ORDINANCE NO 1275 <br /> PAGE NO 4 <br /> Illegal Discharge- Any discharge of waste prohibited by State or Federal law, <br /> or local limits including discharge to the wastewater treatment plant and <br /> collection system, or to the storm dram system <br /> i <br /> Indirect Discharge: Any discharge of waste which enters or flows into the <br /> Manteca water pollution control system through a connection of a member <br /> jurisdiction (e g City of Lathrop collection system) or through a septic <br /> contributor <br /> i <br /> Industrial User or Users Any source of direct or indirect discharge of <br /> commercial or industrial waste <br /> Industrial Waste Any waterborne waste, excluding domestic waste <br /> Waterborne wastes from "commercial" activities, such as automobile repair or <br /> photo processing, are expressly included in this definition <br /> Industrial Discharge Permit: A control mechanism issued to a significant <br /> industrial user, or any person discharging to the water pollution control system <br /> that the Director of Public Works determines needs a permit, to regulate its <br /> discharge of toxic, organic, or hydraulic loading to the water pollution control <br /> system <br /> Interference: Any discharge which, alone or in conjunction with a discharge or <br /> discharges from other sources, 1) inhibits or disrupts the treatment processes or <br /> operations of the water pollution control system, or its sludge processes, use or <br /> disposal, and 2) therefore is a cause of a violation of any requirement of the <br /> Manteca NPDES permit, including an increase in the magnitude or duration of a <br /> violation, or of the prevention of sewage sludge use or disposal in compliance <br /> with the following statutory provisions and regulations or permits issued <br /> thereunder (or more stringent California State or local regulations) Section 405 <br /> of the Clean Water Act, the Solid Waste Disposal Act (SWDA) (including Title It, <br /> more commonly referred to as the Resource Conservation and Recovery Act <br /> (RCRA), and including California State regulations in any California State <br /> sludge management plan prepared pursuant to Subtitle D of the SWDA), the <br /> Clean Air Act, the Toxic Substances Control Act, and the Marine Protection, <br /> Research, and Sanctuaries Act <br /> Manteca Pretreatment Program: <br /> Manteca Pretreatment Program The purpose of the Manteca Pretreatment <br /> Program (MPP) is to provide a means to control and regulate the discharge of <br /> industrial and hazardous waste to the Manteca water pollution control system <br /> and the wastewater treatment plant The program applies to all discharges to <br /> the water pollution control system and the wastewater treatment plant The <br /> components of the MPP include the development and use of the following <br /> • Local Limits - Specific limits on the concentration of materials and chemical <br /> constituents allowed in the industrial waste discharge, <br />
