ift <br /> Winston#209 <br /> Manteca,CA <br /> August 8,2002 <br /> hm 3.0 SITE DESCRIPTION <br /> 3.1 SITE LOCATION <br /> The Site is located at 760 North Main Street in Manteca, San Joaquin County, California(Figure <br /> 1). <br /> �- 3.2 SITE DESCRIPTION <br /> The Site consists of approximately 0.33 acres and is currently developed with an approximately <br /> ` 4,800 square-foot(sf),one-story building that supports five service bays,an alignment bay, and a <br /> storage area. The building is constructed of concrete blocks on a concrete slab foundation. The <br /> roof is felt and hot mop on wooden sheeting supported by wooden trusses and wooden joists. The <br /> building contains six bays of equal size. The number 5 bay, counting east from the show room, <br /> contains an aboveground alignment rack. Administrative duties and sales activities were <br /> conducted in the show room area at the west end of the building. There are restroom facilities also <br /> located in this area. The parking area is paved with asphalt and includes curbs, gutters, and <br /> interstitial planters. <br /> Selected photographs taken during the Site reconnaissance are included as Appendix B. <br /> 3.3 SITE OPERATION <br /> r Winston Tire Store#209 has operated as a retail tire and auto service center since approximately <br /> 1995. <br /> 3.4 PREVIOUS USE(S) OF THE SITE <br /> Based on historical records reviewed during this ESA and interviews with the Site Manager,the Site <br /> was first developed in 1995 as the existing Winston Tire Company store. <br /> r <br /> 3.5 ADJACENT AND SURROUNDING LAND USE <br /> The Site is located less than 0.25 miles south of the intersection North Main Street and Louise <br /> ` Avenue on the east side of North Main Street. This section of North Main Street is well developed <br /> with commercial and retail businesses. The adjoining properties are as follows: <br /> ` • North-Dribbles Car Wash and commercial development; <br /> ` • South-Mufflers and More muffler shop and auto repair and commercial development; <br /> • East-A vacant lot including a small ponding basin(dry)and residential development; <br /> r and <br /> • West-North Main Street, retail shops and restaurants. <br /> r <br /> No obvious signs of recognized environmental conditions were observed on the adjoining and <br /> surrounding properties during the Site reconnaissance. Observations were restricted to those areas <br /> readily observable from the public right-of-way.
