San Joaquin Street
P.O. Box 388
Stockton, CA 95201-0388
May 31, 1995
RE: Site Code: 1165
In response to your May 2 , 1995 letter regarding the above
underground tank site, the following is submitted. Douglas Yee
. of our Sacramento headquarters Department staff has met with Paul
Hypnarowski, Chief of Toxics, Division of the State Architect
(DSA) , along with his underground tank section staff, DSA
structural engineering staff, and retained environmental
consulting staff to discuss remediation of the above referenced
site. We are committed to the remediation of the site in the
safest, feasible, and most expeditious manner. We have
investigated immediate removal of the underground tank and
contaminated soil through various methods. However, a review by
a structural engineer has determined a risk to the structural
integrity of the seventy year old water tower would be incurred
due its close proximity to the site.
We are currently considering the removal of the water tower.
This alternative is complicated by the fact that testing by the
facility has shown the water tower is critical and necessary to
maintain water pressure to support central boiler systems,
cooling. systems, irrigation, and fire suppression. However, a
transfer of all residents from this facility is scheduled to be
completed by the latter part of 1996, followed by a partial
closure of the facility. Sections of the facility which are
leased to various non-profit and public agencies will remain in
operation following the partial closure. The remaining sections
of the facility will become inactive. We are currently
performing tests on the water system to determine if the water
tower will be necessary for maintaining water system pressure
subsequent to the partial closure. If the water tower is deemed
unnecessary under a partial closure scenario, it is our intent to
remove the water tower, underground tank, and contaminated soil.
