MAIN ST., STOCKTON, SAN JOAQUIN COUNTY <br /> Black and Veatch submitted a Report of Waste Discharge dated 26 September 1994, and supplemental <br /> information dated 3 February 1995 to complete the RWD for the above-referenced project. EBMUD <br /> requested that the project be covered under General Order for Land Disposal of Groundwater from <br /> Cleanup of Petroleum Fuel Pollution Waste Discharge Requirements (General Order). In a final <br /> submittal dated 27 April 1995,your consultant indicated that hydraulic control will be maintained at the <br /> site during remediation. Based on the information in the submittals, it is our determination that this <br /> project meets the requirements to be approved, pursuant to conditions outlined below, under our General <br /> Order. Enclosed is a copy of the General Order. All the requirements contained in the General Order <br /> will be applicable to your project. You are hereby assigned General Order No. 91-25015 for the <br /> EBMUD Stockton Service Center. <br /> Attachment B is a copy of Monitoring and Reporting Program No. 91-25015 which prescribes minimum <br /> wastewater monitoring requirements for compliance with the General Order. Because your remediation <br /> involves the use of nutrients to enhance the removal of fuel constituents,the monitoring program was <br /> modified from that in the original General Order to add monitoring for total nitrogen in the effluent. <br /> Please note that the Monitoring and Reporting Program sets forth minimum requirements, and that <br /> additional monitoring may be necessary for process control or for evaluating the effectiveness of the <br /> ground water extraction system at your site. <br /> PROJECT LOCATION <br /> The contaminant plume,treatment system, and injection wells are located at the Stockton Service <br /> Center, 1804 West Main Street, Stockton, California, in Projected Section 10, TIN, R6E, MDB&M, <br /> with surface water drainage to the San Joaquin River, as shown on Attachment C,which is attached and <br /> part of the Order by reference. <br /> PROJECT DESCRIPTION <br /> EBMUD proposes to conduct insitu bioremediation using a closed loop system, for cleanup of <br />
