On the third page of the report,ERI states that, "dissolved hydrocarbons are delineated both <br /> laterally and vertically in the vicinity of the site." PHS/EHD agrees with this statement. Therefore,the next step in the <br /> site investigation is to submit a corrective action plan(CAP)in accordance with Title 23 of the California Code of <br /> Regulations,Chapter 16, Section 2725. A CAP was previously submitted December 28, 1999,but approved as interim. <br /> remedial action only. Moreover,new technologies have been developed subsequent to the original CAP that might be <br /> successful at this site. Therefore,please submit anew CAP to PHS/EHD by October 1,2001. <br /> The interim remedial action CAP was implemented in June 2000, and reinitiated during January 2001. Approximately <br /> 156,500 gallons of groundwater have been removed from beneath the site since that time. Early results are encouraging, <br /> and concentrations of methyl tertiary butyl ether(MtBE)in groundwater samples collected from onsite monitoring wells <br /> have decreased. Therefore,weekly purging activities should continue at the site until further notice. During the January <br /> weekly purge events,groundwater samples were collected from monitoring well MW-3 and the underground storage <br /> tank(UST)cavity well before purging, after purging, and from the purged groundwater itself,as requested by <br /> PHS/EHD. The sample collected from the purge water was used to calculate an approximate mass of MtBE removal <br /> per event. While imperfect,this method does provide an estimate of contaminant mass removal. The value of obtaining <br /> the concentrations of MtBE in groundwater samples collected before and after purging,however,is doubtfuland these <br /> results are not used in mass removal calculation. Therefore, reinstate the practice of collecting a sample from the <br /> purged groundwater during weekly purging to calculate an approximate measure of mass removal of MtBE.
