FILE COPY '
PUBLIC HEALTH SERVICE 'O PO U,Ip
SAN JOAQUIN COUNTY —"
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
4Ci F0
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
APR 17 2001
ED RALSTON'
TOSCO MARKETING COMPANY
1380 LEAD HILL ROAD SUITE 120
ROSEVILLE CA 95661
RE: Tosco Service Station 5886
2701 March Lane
Stockton, California
The purpose of this letter is to offer further clarification to the directive issued April 10, 2001 by
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD). The
April 10, 2001 letter directed you to begin monthly monitoring of seven monitoring wells located
at Tosco Service Station 5886, and to analyze the groundwater samples for methyl tertiary butyl
ether(MtBE) using EPA Method 8260. In a subsequent telephone conversation between you and
Dot Lofstom of PHS/EHD, it was agreed that the samples collected for monthly monitoring
could be analyzed for MtBE using EPA Method 8020 instead of 8260. EPA Method 8020 is
appropriate in this case because (1)the groundwater samples will be solely analyzed for MtBE
and will not be analyzed for other oxygenates and, (2) the increased accuracy gained by using
EPA Method 8260 does not contribute significantly towards the goals of the monthly monitoring
exercise. The purpose of the monthly monitoring is to detect analytical trends in MtBE
concentrations, and the additional accuracy that is offered by using EPA Method 8260 over EPA
Method 8020 is, in this case, offset by the economic advantage of using EPA Method 8020.
Groundwater samples collected during the regularly scheduled quarterly monitoring events will
continue to be analyzed for oxygenates using EPA Method 8260.
If you have any questions about this directive, please feel free to call Dot Lofstrom at (209)468-
3436.
Donna Heran,REHS, Director
Environmental Health Services
Dot Lofstrom,R.G.
LOP/Site"Mitigation Unit
cc: Marty Hartzell,CVRWQCB
Glenn Matteucci, Environmental Resolutions,Inc.
" t A Division of San Joaquin County Health Care Services
l
a
