Phase I Environmental Site Assessment Project#:99-1261
Proposed AutoZone Site,Manteca.California
February 19, 1999
Page 6
beneath the southern portion of the site, once believed to have been the location of
an underground storage tank, had been adversely impacted with petroleum
hydrocarbons. Since February 10, 1994 a soil vapor extraction system (SVE) and a
groundwater recovery system have been in operation on the site to remove the
contamination from the subsurface. It has been reported that as of November 30,
1998, more than three-million-five-hundred-thousand gallons of contaminated
groundwater has been recovered and treated and that twenty-two-million cubic feet
of contaminated soil vapors have been removed from the subsurface. According to
ATC Associates,Inc.,the contaminants beneath the site have been reduced by eighty-
five to ninety-five percent.
Upon review of the reports supplied by Mr. Michelson, it appears that the limits.of
the groundwater contamination, associated with this unauthorized release has been
determined to the north of the site. Samples obtained from a single groundwater well
located up-gradient from the unauthorized release and between the release and the
subject site indicate that the groundwater aversely impacted with petroleum
hydrocarbons has not migrated onto the subject site - the portion of the parcel under
investigation.
Current Property Use
Currently, there are no permanent structures on the subject site, however, the site is
being utilized by a mobile restaurant - Tacos Cotija. Tacos Cotija has set up
operations on the eastern portion of the subject site, fronting Main Street. Water and
electrical services are currently being provided to Tacos Cotija by the Firestone Tire
Center on the adjacent property to the north. Associated with the mobile restaurant
are several picnic tables.
Past Property Use
As evident in the site reconnaissance and the records search, the subject site was
utilized as a retail lumber yard from the early 1930's through the mid 1990's. In the
mid 1990's the storage areas on the subject site were dismantled and the subject site
vacated.
I
Current and Past Use of Adjoining Properties
The subject site is bounded by South Main Street to the east, Firestone Tires - Los
Amigas Tire Service(123 South Main Street) to the north, Maple Street to the east,
and Don's Mobile Glass (151 South Main Street) to the south (see Figure No. Ic,
Site Map). To the east, directly across Main Street from the subject site is the Save
$ Market (grocery store) and the parking lot for a Bank of America. To the west,
directly across Maple Street from the site is a Public Parking Lot.
