In addition, the .
Stockton Fire Department will' be on-site as required, to perform
regulatory compliance inspections.
' The removed sections of roof will be staged in -an adjacent
area on-site for off-site removal preparation. Removed sections
will be initially scraped to remove large globules and crusts and
' subsequently cleaned with penetone power cleaner in a 10:1
solution of water, where applicable. Solution will be applied
j generously to the surface and scrubbed with brushes to remove
visible residue. The steel will be cleaned over a visqueen apron
covered with 3-4 inches of dirt excavated during initial staging
, . _ activities. , The dirt will absorb the generated rinsate and act-
as an insulation for falling slag pieces created during
' subsequent cutting of the steel into manageable sized pieces for
disposal off-site.
Once cleaned and cut, the steel will be staged. for
subsequent loading into haul trucks upon completion of the tank
removal activities.
CLEANING OF INTERNAL SURFACES
J A
Once the roof of the tank has been completely removed, the
remaining tank residue will be solidified for bulk removal,
transport and disposal. Native soil from the tank perimeter will
be added to the remaining stored contents for solidification.
Specifically, soil excavated. during removal of underground lines
around the tank will' be used initially for solidification. If
additional soil is required, the south end of the tank perimeter
' will be excavated and soil placed into the compartments.. To achieve solidification, soil will be added in sufficient quantity
to allow no passage of liquid through the standard paint filter
test as required for solid waste classification and disposal.
' Soil will be mixed with the residue by use of an excavator
located adjacent to the tank. The excavator will be equipped
with 'a flat plate for mixing and removal from the tank floor.
Material located in difficult access areas will be mixed and
removed manually by OHM crews.
Cleaning of the tank by use of a steam cleaner or hot water
blaster is not anticipated. This method has been eliminated due
to the higher degree of difficulty in meeting acceptance criteria
' for a liquid waste stream for disposal versus a' solid waste
stream.
253
