• EXECUTIVE SUMMARY <br /> This Preliminary Closure Report has been prepared as a stand-alone document <br /> summarizing the activities conducted by The MARK Group, Inc. (MARK) to remove, remediate, <br /> and dispose petroleum hydrocarbon-impacted soil at the Stockton Scavenger Association (SSA) <br /> Facility located at 1240 Navy Drive, City of Stockton, San Joaquin County, California. <br /> NORCAL Waste Systems, Inc. (NORCAL), the parent company of the site operator, Stockton <br /> Scavenger Association (SSA), retained The MARK Group, Inc (MARK) in 1992 to complete <br /> a soil and groundwater investigation of the site and remediate previously-identified petroleum <br /> hydrocarbon impacts. The soil at the site was suspected of being impacted by petroleum <br /> hydrocarbons from two former underground storage tanks and a former diesel fuel dispenser <br /> island. The impacted soil was a potential source of petroleum hydrocarbons to the groundwater. <br /> Subsequently, MARK was retained by NORCAL and SSA in October 1992 to complete <br /> investigation and remedial activities <br /> MARK excavated over 2,500 cubic yards of soil. Approximately 1,000 cubic yards of <br /> soil required treatment prior to landfill disposal. The impacted soil was treated to Class III <br /> Landfill acceptable levels onsite using a Heat Enhanced Vapor Extraction/Thermal Oxidation <br /> (HEVE/TO) remediation system. Excavated and treated soil was disposed in the B & J landfill <br /> location Solano County, California <br /> Impacted soil remaining in the ground was treated un-situ using a vapor <br /> extraction./injection. system. This system successfully removed the remaining trace <br /> concentrations of hydrocarbons in areas where excavation could not be achieved <br /> MARK destroyed and sealed three pre-existing monitoring wells that were potential <br /> FASCLOSE.SUM E-1 92-1177102 36 <br />
