Regional Board staff's
9 May 2003 letter included eight comments on the CAP. The CAP Addendum addresses those eight
comments as well as concerns discussed in the 20 May 2003 meeting between Regional Board staff and
STTC representatives. The CAP and CAP Addendum propose the installation of 59 ozone injection
wells, a contingency plan in the event that concentrations downgradient from the ozone injection wells
increase, and natural attenuation monitoring in each of the four water bearing zones.
The CAP and CAP Addendum satisfy the Regional Board's requirement for a remedial system to address
site pollution. The concentrations listed in the contingency plan are not the cleanup goals for this site, but
are sufficient to trigger the contingency plan. Therefore, the CAP and the CAP Addendum are approved.
Based on the schedule provided in the CAP Addendum, by 21 May 2004, please submit the system startup
and ozone well installation report. All quarterly monitoring reports need to include installation and startup
status updates. If you have any questions, you may contact Ms. Devra Lewis at (916) 255-3119.
Cep
THOMAS R.
