1 , s
Mr. Jay Jahangire • -2 - • 5 July 2001
4. The Port requested that future monitoring wells be constructed with 12-inch traffic-rated covers
with a two-foot concrete pad to help prevent damage from vehicular traffic. In addition, Port
staff recommends using schedule 80 PVC for the construction of the wells to prevent casing
failure caused by heavy equipment.
5. Twelve monitoring wells are proposed along roads not currently intended for development.
These wells will further delineate the lateral and vertical extent of groundwater contamination in
the four identified water-bearing zones.
6. There are four monitoring wells proposed within the undeveloped 23-acre parcel east of the
POSDEF co-generation plant. The Port is currently negotiating with potential tenants to
construct an energy production plant on the undeveloped parcel. Based on the Port's tentative
schedule, these monitoring wells are not feasible in the proposed locations. After STTC installs
and samples the other 12 proposed monitoring wells and the Port receives plans for the energy
production plant, we can evaluate options for installing the additional monitoring wells.
7. There is currently no active groundwater remediation implemented at the STTC facilities.
Stephen Lofholm noted that he submitted a feasibility study with a proposed remedial action to
his clients for review and upon STTC approval will be submitted to Board staff.
If you have any questions, you may contact me at(916) 255-3119 or lewisd n)rb5s.swrcb.ca.gov.
DEVRA LEWIS
Environmental Specialist II
cc: Ms. Margaret Lagorio, San Joaquin County Public Health Services, Stockton
Mr. Michael Luksic, Port of Stockton, Stockton
Mr. LeRoy Hieber, Port of Stockton, Stockton
Mr. Gary Gentry, Port of Stockton, Stockton
Mr. Robert Donovan, Tesoro Petroleum Companies, Auburn, WA
Mr. Ralph Moran, Arco Products Company, La Palma
Ms. Ann Duarte-Wilkinson, Time Oil Company, WA
Mr. Kyle Mullins, ST Services, TX
Ms. Jill Jefferson, Kinder Morgan Energy Partners, L.P., Orange
Mr. Steve McDonald, Luce, Forward, Hamilton, and Scripps, San Diego
Mr. Stephen Lofholm, IT Group, Sacramento
