The STTC is composed of ARCO Products, ST Services, Tesoro Petroleum Company, and <br /> Time Oil. The Report discusses the groundwater monitoring event conducted in February 2001. We <br /> have the following comments on this Report. <br /> 1. The Report does not include an explanation for eight monitoring wells pumped dry during a <br /> winter month that have water columns ranging from 16 to 56 feet. A majority of these wells <br /> were pumped dry prior to removal of one well casing volume. Pumping at a lower flow rate <br /> could prevent this from occurring. <br /> 2. The Report includes a well development field data sheet for monitoring well PS/WC-3S. The <br /> sheet shows only three well casing volumes were removed, water quality parameters had not <br /> stabilized, and visual observations state the groundwater was green with medium turbidity. <br /> There is no evidence to show monitoring well development was complete. In the future, <br /> developing should continue until water quality parameters have stabilized, including turbidity <br /> measurements, and a minimum of 10 well casing volumes have been removed. This monitoring <br /> well should be redeveloped. <br /> 3. The Report includes well development and water sampling field data sheets for monitoring well <br /> PS/WC-3M. The well development sheet states the well was repaired of an obstruction at 14.85 <br /> feet. The purge volume was calculated using the obstruction depth as opposed to the total depth. <br /> The objective of developing a well is to improve hydraulic conductivity between the well and <br /> formation or to remove fines that have entered the well casing. Neither of these objectives was <br /> achieved with an obstruction in the well. The well should have been repaired prior to <br /> development. In addition, the well development sheet shows only three well casing volumes <br /> were removed, water quality parameters had not stabilized, and visual observations state the <br /> California Environmental Protection Agency <br /> ca Recycled Paper <br /> The energy challenge facing California is real.
