In the comments, the RWQCB stated further definition of <br /> dissolved petroleum hydrocarbon impacts in the C-zone and D-zone is required, and <br /> groundwater monitoring wells must be installed to confirm HydroPuncho groundwater <br /> sample results from the phase 11 assessment program and subsequent investigations. <br /> During the phase II investigation, the Port of Stockton (POS) restricted monitoring well <br /> installation activities to the terminal lease areas. Following correspondence and review of <br /> the phase II HydroPunch groundwater sample analytical data, the Port Director issued a <br /> March 21, 1994, letter granting access to two proposed A-zone monitoring well locations <br /> beyond the limits of the terminal lease areas, on the condition that well installation <br /> activities would be confined to the upper 20 feet. <br /> The STTC submitted a letter to the Port of Stockton on February 23, 1995, requesting <br /> access to areas of Port property east of Stork Road for purposes of completing the <br /> groundwater assessment. The Port of Stockton responded to the request in a March 7, <br /> 1995, letter denying access to the proposed assessments locations. <br /> This workplan contains a scope of work for completing the C- and D-zone assessment and <br /> installing monitoring wells to confirm HydroPunch sample analytical results as requested <br /> by the RWQCB. Proposed investigation activities are consistent with methods successfully <br /> used in the phase I and phase II assessment programs and consist of an interactive cone <br /> penetrometer test (CPT) and HydroPunch investigation and monitoring well installation <br /> based on CPT and HydroPunch results. EMCON proposes monitoring well clusters <br /> employing multiple monitoring wells with each well screened in a specific water-bearing <br /> zone.
