CHRONOLOGY <br /> -5- <br /> 10-28-87 PS letter responds to 10-02-87 staff letter, says Port will <br /> work with Board and that Phase II was begun prior to receiving <br /> 2 October comments from staff. <br /> 10-29-87 PS letter transmits Phase II investigation report and Phase III <br /> work plan which proposes to drill , develop, and sample 17 <br /> wells. <br /> 12-07-87 Staff, PS, SJLHD, and WCC meeting. PS told staff Phase III <br /> work plan needs revision. <br /> 12-18-87 PS letter summarizes meeting with staff on 12-07-87 and promis- <br /> es submittal of a revised Phase III work plan by 01-10-88. <br /> 01-01-88 The Stockton Record reports ST's $25,000 settlement with the <br /> DA. <br /> 01-15-88 ST reports 1 ,500-gallon gasoline spill. <br /> 01-22-88 Staff memo to files describes 7 December 1987 meetin with PS, <br /> SJLHD, and WCC, and provides the following summary: (1) The <br /> fuel terminal has been in place since the early 1940's- <br /> (2) Only spill incidents which occurred after 1981 were docu- <br /> mented; (3) Seven of the tenants at the terminal have formed a <br /> group which has hired WCC to characterize hydrogeoloy of the <br /> site and define extent of ground water pollution; (4� Staff <br /> encouraged cooperative efforts among tenants but stated that PS <br /> would be responsible for any contaminated site if the tenant is <br /> uncooperative. <br /> 01-29-88 "Preliminary Report, Petroleum Terminal Groundwater Investiga- <br /> tion, Port of Stockton Terminal , " 29 January 1988 (received 21 <br /> February 1989) , prepared by WCC, transmits Phase III investiga- <br /> tion results from drilling and sampling four wells. Originally <br /> 17 wells were proposed. <br /> 03-08-88 Meeting with staff, SJLHD, Tesoro, Time Oil , SFPP re: fuel <br /> leak/spill. <br /> 03-17-88 Staff letter requires PS, SFPP, Tesoro, and Time Oil to submit <br /> a leak/spill technical report and a work plan by 04-07-88. <br /> 03-23-88 PS letter comments on March 8 meeting and states SFPP, Tesoro, <br /> and Time Oil will send their response by 04-07-88. <br /> 03-29-88 SFPP submits leak/spill report which concludes that fuel hydro- <br /> carbons present in the vicinity of SFPP pipelines did notr work is proposed. <br /> originate from SFPP.
