The following are responses to your comments: of
1. Your letter addresses concerns with the inactivity of
the extraction system. The system was turned o£f, as
previously mentioned, because we are out of water
storage space and do not currently have a viable
disposal method. We are pursuing a possible one time
discharge to the City of Stockton WWTP as one option for
interim disposal. We are also developing a strategy to
comply with the stringent requirements to be imposed
upon Shell in order to get an NPDES permit from the
regional board.
You also had concern about the potential for further
off-site migration of the dissolved plume. Hydrogeology
of the site was investigated by Harding Lawson
Associates and discussed in a report, dated May 3 , 1991,
titled Preliminary Hydrogeologic Assessment, Shell oil
Distribution Facility, Stockton, California. This
report indicates groundwater velocities are in the range
of 0. 016 to 0. 19 ft/day (5.84 to 69. 35 ft/year) . Based
on these velocities and existing knowledge of the extent
of the plume there should not be major concern over the
potential for additional migration. Additional
miratongl
on the U. Si1 also be monitored
which should berinstalwells
ledby
the end of August.
