3.0 HISTORIC SITE AND SURROUNDING PROPERTY CONDITIONS <br /> The history of land use on and near the subject property was determined from interviews, <br /> review of historic aerial photographs, and the other documents referenced in Section 8.0. <br /> 3.1 CURRENT AND PRIOR OWNERSHIP <br /> According to Mr. Kenneth Sutherland, the subject property is currently co-owned by the <br /> Sutherland Company and Mr. Robert Nurisso of Scott Company of California. The current owners <br /> purchased the property from Steelgard in December 1996. <br /> 3.2 INTERVIEWS <br /> According to Mr. Sutherland,Steelgard constructed the existing site improvements beginning <br /> in 1981, with the exception of the newly-completed building on the Super Soil lease on the <br /> northwest corner of the property. Mr. Sutherland was unaware of any environmental concerns <br /> associated with the subject property, with the exception of those associated with the clarifier at the <br /> truck wash area. <br /> 3.3 AERIAL PHOTOGRAPHS AND TOPOGRAPHIC MAPS <br /> Historical aerial photography from the collection of Pacific Aerial Surveys of Oakland, <br /> California, covering the site for the years 1968, 1979, 1985, 1990, and 1992 was reviewed <br /> (monoscopically)to identify potential sources of visible contamination at the time the photographs <br /> were taken. In addition, historical topographic maps for the years 1952 and photorevisions in 1968, <br /> 1976, and 1987 were reviewed for information regarding development of the site and vicinity.The <br /> following is a discussion of pertinent observations concerning the subject property and surrounding <br /> sites: <br /> The 1952 topographic map shows the presence of four small buildings, an access road,and <br /> a well on the subject property. The site is bordered by the Southern Pacific railroad tracks to the <br /> north,the Union Pacific railroad tracks and the San Joaquin Irrigation District canal to the east,and <br /> McKinley Avenue to the west. Adjacent properties show similar development. A magnesium plant <br /> and tailings pond were situated approximately 1/4-mile southeast of the site, and the Sharpe Army <br /> Depot was present approximately 1/2-mile north of the site. <br /> The 1968 and 1979 aerial photographs show that the site was in agricultural use. Several <br /> buildings, possibly residences or barns, were located near the center of the site and along the <br /> southwest comer of the property along McKinley Avenue.Adjacent properties to the north and west <br /> of the site had similar development.
