4.2.8 Pits. Ponds, and Lagoons <br /> A pond on the east side of the subject property collects stormwater runoff from the parking <br /> areas and roofs. The water quality in the pond appeared to be poor, with heavy algae growth, <br /> however,this observation does not constitute a Recognized Environmental Condition on the subject <br /> property. <br /> As discussed in Section 4.2.6, an evaporation pit for truck wash waste water is located west <br /> of Building F. The evaporation pit is constructed of asphalt with a plastic liner, approximately 25 <br /> by 25 feet square. Because the pond was full,the integrity of the liner and asphalt pit could not be <br /> evaluated; however, observations of plants growing through the liner in previous environmental <br /> assessments indicate that the liner is not impermeable. <br /> 4.2.9 Hydraulic Equipment <br /> Hydraulic presses were utilized in several of the buildings. The equipment appeared to be <br /> in good condition with no indication of leaks or stains. <br /> 4.2.10 Other Physical Evidence of Contamination <br /> Surface soils impacted by paint were observed to the east of Building C. American Modular <br /> Systems has provided a Product Data Sheet for the Aquatek 50 Series red oxide waterborne primer <br /> that is used for spray painting outside of Building C. Although the paint is water-based, it contains <br /> 206 g/L(or 1.72 lb/gal)of volatile organic compounds(VOCs),including glycol ether and sec-butyl <br /> alcohol. Glycol ether(also known as 2-ethoxyethanol)and butyl alcohol (also known as 1-butanol) <br /> are toxic chemicals subject to the reporting requirements of SARA Title III. The Environmental <br /> Protection Agency (EPA) Region IX has established Preliminary Remediation Goals (DRGs), or <br /> cleanup levels, for these chemicals in soil. The residential PRGs are 26,000 parts per million(ppm) <br /> for glycol ether and 6,500 ppm for butyl alcohol. Groundwater quality standards are not available <br /> for these compounds. Due to the volatility of these chemicals, it appears unlikely that soil <br /> concentrations would exceed the PRGs except perhaps in the surface paint layer. However, the <br /> historical use of spray paints and thinners of chemical composition that is different than Aquatek 50 <br /> Series cannot be ruled out. The composition of paints and thinners used in the past at this location <br /> presents a concern, as these materials may have contained mineral spirits, volatile organic <br /> compounds, and metals. <br /> 4.2.11 Asbestos and Lead Paint <br /> Based on the age of the buildings, asbestos-containing materials are not likely to be found. <br /> In addition, as metal framed buildings, the use of potential asbestos-containing material appeared <br /> R:\MN\98)CM.013 13 <br /> DAMES&MOORE <br />
