(LFR) presents this <br /> letter report summarizing activities for the period of August 1, 1998 through September 30, 1998 <br /> ("the bimonthly period") at Lincoln Center, located in Stockton, California ("the Site," as defined <br /> in the "First Final Consent Decree Order, Judgment and Reference To Special Master," filed with <br /> the Court on January 19, 1996). The information in this letter report is provided pursuant to <br /> Sections IV(A)(1)(f) and IV(F) of the "Permanent Injunction Governing Investigation, Monitoring, <br /> and Testing of the Hazardous Substance Contamination at and Emanating from Lincoln Center and <br /> Order of Reference to Special Master," issued by Judge Levi of the United States District Court, <br /> Eastern District of California, and filed on August 16, 1993. <br /> Ongoing Data Collection and Field Activities <br /> The following data collection and field activities were conducted at the Site during the bimonthly <br /> period. The scope of work for these activities was discussed in advance with Lincoln Properties, <br /> Ltd.; the Regional Water Quality Control Board, Central Valley Region (RWQCB); San Joaquin <br /> County Public Health Services, Environmental Health Division (SIC PHS/EHD); and the <br /> Department of Toxic Substances Control (DTSC), where applicable. <br /> Quarterly fluid levels were measured and groundwater samples were collected August 16 <br /> through August 21, 1998. Groundwater elevation data and analytical results of these samples <br /> will be presented in the third quarter 1998 groundwater monitoring report to be submitted to <br /> the RWQCB in November (Figure 1). <br /> • Soil borings were advanced to collect soil samples in the Source Area at Lincoln Center from <br /> September 17 through 20. Preliminary results of these samples will be provided to the <br /> RWQCB for review (5:.e attached). <br /> • Cone penetration testing/push-in polyvinyl chloride piezometer (CPT/PIPP) borings CPT-247 <br /> through CPT-251 were advanced from September 21 through 25, as part of the additional <br /> Plume Perimeter Investigation (Locations 12 through 16 on Figure 1).
